Helena K. Allison has worked in the public works municipal government sector in California for over 24 years, serving as an engineer, Public Works Director, and as a Transportation Director. In her current role as Construction Inspector/Engineer with Ghirardelli Associates, Inc., she is working as a consultant for the California Department of Transportation on large public works construction projects. Helena has made numerous presentations to educate and enlighten people concerning our public works profession, written articles about our profession, developed a “Careers in Public Works” Handbook, and presented at universities and high schools information relating to current issues in public works. Helena is a past president of Toastmasters International local branch and a member of WTS. She has also requested proclamations on multiple occasions from the governors of California regarding National Public Works Week.
Ms. Allison has been active in APWA’s Sacramento Chapter for over three decades serving as a sustaining member of the Education Endowment Fund, Chapter Board Member, Chapter President, Chapter Delegate, and presently Alternate Chapter Delegate. The Sacramento Chapter recognized Helena with its highest individual honor—the Stan Wilkening Member of the Year Award—in 2019. At the national level, she was recognized for her efforts in 2017 as a recipient of the International Service Award. Helena has published multiple articles in the APWA Reporter concerning both global technical and non-technical issues and has made multiple presentations at monthly APWA lunch meetings and conferences (now called PWX). Helena is currently serving on the National Transportation Committee, is active on both the Advocacy Committee and International Affairs Committee, and is the chapter’s Advocacy Ambassador.
