In terms of our infrastructure and resource assets, Asset Management is not a destination.  It is a continual journey that requires routine assessment of all components that go into maximizing the value that community stakeholders are asking for from these assets.  As with any program structure, there are certain key fundamental components that are important.  This guidebook is designed to introduce these components, and provide a high level overview to give agencies some ideas on how build on this framework for their program.  Peter Drucker said "Objectives are not fate; they are direction.  They are not commands; they are commitments.  They do not determine the future; they are means to mobilize the resources and energies of the business for the making of the future."  The key components discussed in this guidebook do just that; they assist an agency with setting their vision for asset management and marshaling their resources to make this vision a reality.
