The Cooperative Automated Transportation Coalition (CAT) serves as a collaborative focal point for federal, state and local government officials, academia, industry and their related associations to address critical program and technical issues associated with the nationwide deployment of connected and automated vehicles on streets and highways. Coalition membership includes representation from infrastructure owners and operators (IOOs), original equipment manufacturers (OEMs), technology and service providers, and internet of things (IOT) suppliers.
Involves two meetings a year (2 days each) and an annual written report submitted to the APWA. Appointee is responsible for expenses.
AASHTO Cooperative Automated Transportation (CAT) Coalition Peer Exchange & Outreach Working Group

The Peer Exchange and Outreach Working Group is a new TWG with a focus on overall peer exchange and outreach of V2I activities. The topic areas of research and standards will both be covered in this group, as well as a variety of other topics.

AASHTO Geometric Design Committee

The objective of this technical committee is to provide a focal point and working group for developing and recommending AASHTO geometric design criteria. This assignment includes formulating new and revised criteria to keep current all geometric design standards, policies, and guidelines.

AASHTO Committee on Safety

The subcommittee shall promote AASHTO’s safety goal of reducing highway fatalities by half in the next two decades; Promote the benefits of State Strategic Highway Safety Plans and the Highway Safety Manual; Work on technical issues such as developing, updating or commenting on various highway manuals, plans, and programs to improve safety; Assist in the delivery & evaluation of safety counter measures; Promote research to develop new safety counter measures; Recommend new policies for the Standing Committee to enact; Support the Standing Committee in reviewing Federal guidance, regulations, legislation, and programs; Assist with nominations and scoring of the AASHTO Safety Leadership Award.
Involves one meeting a year (3 days) and an annual written report to the APWA Board of Directors. Appointee is responsible for expenses.
AASHTO Snow and Ice Pooled Fund Cooperative (SICOP)

One APWA member currently serving on the Transportation Committee Winter Maintenance Subcommittee, appointed by the President-Elect, may serve two, three-year terms.
In order to experiment with snow and ice control technology and systems not now in use in this nation, to determine their suitability to the United States and help introduce the use of those with most promise, the AASHTO Board of Directors endorses the concept of establishing a voluntary AASHTO Snow and Ice Pooled Fund Cooperative Program, under which testing by AASHTO Member Departments volunteering to sponsor and conduct tests can be supported financially with public sector funds voluntarily contributed by AASHTO Member Departments, Federal agencies, toll authorities, counties and cities. Beyond the principal mission stated above, the program was directed to work towards establishing a sustainable systems approach to snow and ice control in the United States—one involving the vehicle, the driver, the equipment, the materials and practices, and the receiving environment.

AASHTO Transportation System Preservation Program (TSP2)

The Transportation System Preservation Technical Services Program (TSP∙2) was initiated as an efficient means to disseminate information to AASHTO member agencies for preserving their highway infrastructure, including both pavements and bridges. Its principal mission is to serve as a clearinghouse with comprehensive and up-to-date information on efficient and effective preservation measures that enhance highway performance and extend useful life.

The Clear Roads research program brings together transportation professionals and researchers from around the country to drive innovation in the field of winter maintenance. By evaluating materials, equipment and methods in real-world conditions, the program identifies the most effective techniques and technologies to save agencies money, improve safety and increase efficiency.

Common Ground Alliance Board - Director, Public Works

One APWA member, appointed by the President-Elect, may serve three, two-year terms. APWA selects a candidate to be recommended to the CGA Governance Subcommittee for a nomination to the CGA Board and then election by the CGA Board.
CGA is a member-driven association of 1,700 individuals, organizations and sponsors in every facet of the underground utility industry. Established in 2000, CGA is committed to saving lives and preventing damage to underground infrastructure by promoting effective damage prevention practices. CGA has established itself as the leading organization to reduce damages to underground facilities in North America through shared responsibility among all stakeholders.
The Common Ground Alliance is managed by the association's Board of Directors. Currently, the Board consists of stakeholder directors and at-large directors. The stakeholder directors each represent one of the seventeen CGA stakeholder categories
Involves three board meetings and one subcommittee meeting a year and an annual written report submitted to the APWA. Appointee is responsible for expenses.
Emergency Management Assistance Compact (EMAC) Advisory Committee
One APWA member, appointed by the President-Elect, may serve up to two, three-year terms.
The EMAC Advisory Group facilitates the effective integration of multi-discipline emergency response and recovery assets for nationwide mutual aid through the Emergency Management Assistance Compact.
Involves one or two meetings a year and an annual written report submitted to APWA. Appointee is responsible for expenses.
Engineers Joint Contract Documents Committee (EJCDC)

Members serve as APWA observers on the Committee and provide input from APWA’s perspective on the standard contract documents that are then published and sold by several organizations, including APWA. The APWA observers of this committee need to come from the public sector.
Involves three to four meetings a year, (2 days each) in Washington, D.C. Additional review of documents occurs outside the meetings. Requires an annual written report submitted to APWA. Appointee is responsible for expenses.
Front Range Community College Highway Maintenance Management Program Advisory Committee

One APWA member appointed by the President-Elect, may serve up to three, two-year terms. (Term is April 2019-March 2021).
Front Range Community College (Fort Collins, Colorado) has developed an Associate of Applied Science (AAS) in Highway Maintenance Management program. This first-in-the-nation online academic program is available nationwide, has received national interest, and launches in August 2019. The role of the Program Advisory Committee is to review the curriculum; make recommendations to ensure the program remains current with industry needs, standards, and best practices; and guide the strategic development of the program into the future. APWA has been invited to serve on the Program Advisory Committee to provide public works perspective and expertise. The Committee will be comprised of approximately 12 members and will likely meet via conference calls at least two times a year.
Involves conference call meetings at least twice a year and an annual written report submitted to the APWA.
FHWA Traffic Incident Management Executive Leadership Group (TIM ELG)

APWA’s representative provides critical thinking and ideas on addressing policy and strategic issues related to the National Traffic Incident Management (TIM) Response System. The ELG is comprised of top officials from associations representing police, fire, EMS, dispatching, towing. The representative should be a certified TIM Responder Trainer and well versed with the Emergency Services Sectors.

National Committee on Uniform Traffic Control Devices

Six APWA members (includes three alternates), appointed by the President-Elect, may serve up to three three-year terms. The APWA President-Elect may choose to extend beyond three terms.
The National Committee on Uniform Traffic Control Devices (NCUTCD) or the "National Committee" is an organization whose purpose is to assist in the development of standards, guides and warrants for traffic control devices and practices used to regulate, warn and guide traffic on streets and highways. The NCUTCD recommends to the Federal Highway Administration (FHWA) and to other appropriate agencies proposed revisions and interpretations to the Manual on Uniform Traffic Control Devices (MUTCD) and other accepted national standards. NCUTCD develops public and professional awareness of the principles of safe traffic control devices and practices and provides a forum for qualified individuals with diverse backgrounds and viewpoints to exchange professional information.
The National Committee is supported by 20 sponsoring organizations, each of which appoints one or more "Members" and "Associate Members" who constitute the voting delegates to the NCUTCD. APWA is one of the 20 sponsoring organizations.
Involves two meetings per year. Requires an annual written report submitted to APWA. Appointee is responsible for expenses.
NEMA National Homeland Security Consortium (NHSC)
One APWA member, appointed by the President-Elect, may serve up to three one-year terms. The APWA President-Elect may choose to extend beyond three years.
The purpose of this Consortium is to maintain a presence with the national committee to assure that public works concerns regarding homeland security issues are addressed. The Consortium’s mission is to provide a forum of key national organizations through effective collaboration, coordination and leveraging that positively influences national policies, strategies, practices and guidelines to preserve the public safety and security of the nation.
Involves two, 2-3-day meetings and monthly conference calls with approximately one hour per month review of documents. Requires an annual written report submitted to APWA.

SAFECOM Emergency Response Council

One APWA member appointed by the President-Elect, may serve up to three, two-year terms. The APWA President-Elect may choose to extend beyond three terms. (Term is March 2022-February 2025).
The purpose of SAFECOM, a communications program within the Department of Homeland Security’s Office for Interoperability and Compatibility (OIC), is to provide research, development, testing and evaluation, guidance, tools, and templates on communications-related issues to local, tribal, state, and Federal emergency response agencies working to improve emergency response through more effective and efficient interoperable wireless communications. PSAC is an outgrowth of SAFECOM. Its function is to be the advisory committee to the FirstNet Board on the development of standards and specifications and implementation of the NPSBN. APWA was designated by DHS – OEC and SAFECOM as a member organization of PSAC. APWA’s participation is to provide public works perspective and expertise.
Involves two meetings a year and review of numerous materials. SAFECOM conference calls are about 30 minutes long and occur as needed. Requires an annual written report submitted to APWA. Appointee is responsible for expenses.
