DOL Issues Industry-Recognized Apprenticeship Program’s Final Rule


On March 10, the Department of Labor’s (DOL) Employment and Training Administration (ETA) published its final rule establishing the Industry-Recognized Apprenticeship Program (IRAP). IRAPs will provide an alternative to the traditional registered apprenticeship system. Instead of being overseen by ETA, these apprenticeships would be certified by industry groups designated by ETA as Standard Recognition Entities. The regulation is set to take effect May 11.

While Congress has yet to appropriate funds to administer IRAPs, these new programs could potentially divert funding from registered apprenticeship programs currently utilized by public works departments. However, there may be opportunities for the expansion of apprenticeship to new sectors and positions. The full rule can be found here.
