APWA Cosigns Letter to EPA on Integrated Planning Implementation
 
On September 18, APWA, along with six other local government organizations, issued a letter to the Environmental Protection Agency (EPA) regarding implementation of Integrated Planning and Permitting policies. Signed into law in January 2019 as part of the Water Infrastructure Improvement Act, the legislation codified EPA’s Integrated Planning framework.
 
Released in 2012, the framework provides communities greater flexibility in meeting their Clean Water Act (CWA) obligations. Under the framework, communities will be able to better prioritize investments in order to achieve CWA compliance.
 
APWA has been supportive of the Integrated Planning framework, and advocated for EPA to fully implement the framework. However, APWA and the other organizations on the letter are concerned about the lack of progress made by the Agency, as well as the limited outreach from the Agency to outside groups on how best to implement the policy.
