APWA Issues Appropriations Requests for 2019


Last week, APWA issued letters to the Chair and Ranking Member of both the House and Senate Appropriations Committees. The letters lay out APWA’s funding priorities for FY 2019, which begins October 1, 2018.
 
For transportation, the letters call for full implementation and funding of the Fixing America’s Surface Transportation (FAST) Act, strong investments in programs like Safe Routes to Schools and High Risk Rural Roads, and continued funding for programs like the Transportation Investment Generating Economic Recovery (TIGER) grant program.
 
In the water sector, APWA calls for a doubling of the State Revolving Fund (SRF) programs, as well as full funding for the Water Infrastructure Finance and Innovation Act (WIFIA) program and level funding for Rural Utilities Service (RUS) water and waste disposal programs.
 
In terms of emergency management, the letters ask for robust funding for the Hazard Mitigation Grant Programs at the Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA), as well as funding through FY2023 for FEMA’s National Flood Insurance Program.
 
In addition to its own letter, APWA signed onto coalition letters supporting doubling funding for the SRF programs, as well as robust funding for the Bureau of Reclamation’s Title XVI water recycling program.
