Wastewater Treatment Operations Supervisor - Airport Water Reclamation Facility


Reporting to the Wastewater Superintendent, this working supervisor position participates in, and oversees, the daily operation of the Airport Water Reclamation Facility. The Supervisor will be responsible for planning, coordinating, directing, supervising, and training the operations and maintenance staff. On a daily basis the Supervisor participates in the operation and maintenance of the reclamation facility.

Minimum Qualifications

Education and Experience - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Graduation from high school or equivalent. Training or experience in supervision is required.Experience: Five years experience in the operation and maintenance of an activated sludge wastewater treatment facility. At least two years of the experience equivalent to a Wastewater Treatment Operations Supervisor.License and Other Requirements: Must possess an Arizona Grade IV Wastewater Treatment Plant Operator Certificate or equivalent from another state; Arizona certification must be acquired within six (6) months of employment; must possess a valid Arizona Driver’s License at time of hire.


The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Supervises, trains, schedules and evaluates operation & maintenance staff in the water reclamation facility.Supervises the effluent delivery personnel to operate and maintain reuse/recharge infrastructure.Oversees and participates in the daily operation of the water reclamation facility.Inspects plant machinery, equipment, grounds and facilities to determine need for repair or corrective actions.Keeps time records, prepares and submits reports and schedules work staff.Maintains records for operations & maintenance in (Lucity) Computer Maintenance Management System.Estimates and orders materials and supplies needed.Investigates and responds to complaints.Responds to emergencies when required.Directs and may participate in the safe and efficient operation of vehicles and equipment.Inspects and monitors performance of contractors when assigned.Participates in budget preparation.Assists in preparing bid documents.Obtains necessary permits to perform required work.Enforces safety regulations, provides safety training and maintains training records.May act as direct responsible charge during superintendent’s absence.Participate in plant operations on a daily basis.Provides responsibility for after-hour emergencies.Performs related duties as needed.

Knowledge and Abilities

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Methods, techniques, materials, tools and equipment used in wastewater facilities.Principles and practices of effective supervision and scheduling work assignments.Safe and proper use of various power tools, light trucks and power-driven equipment.Operation of an activated sludge wastewater treatment facility and lift stations.Materials, tools, methods, and techniques used in general construction, maintenance, and repair of wastewater treatment plants and equipment.Basic mathematics.Biology and chemistry related to wastewater treatment and industrial pretreatment.Computer software used in wastewater facilities, including SCADA and Computer Maintenance Management Systems.Principles of customer service.Safety principles and practices related to wastewater utility operations.

Ability to:

Direct and assist subordinates in performing duties and completing projects.Supervise and prepare evaluations of crew members working in a variety of functions.Drive or operate assigned equipment and vehicles.Establish and maintain effective working relationships with City employees, contractors and public, and contribute to a successful team effort.Give clear written and verbal instructions.Operate a personal computer effectively.Prepare and maintain accurate records and reports.Read and interpret plans and specifications.Estimate time, materials, equipment, and costs needed to perform various work.Read and interpret a variety of charts and gauges.Subject to 24-hour emergency callback, varying hours, weekends, and holidays.

Environment: May be required to work in inclement weather, including sun, cold and rain: wear protective apparel, including goggles, face protectors, respirator, hearing protection, apron and safety shoes; work on callback basis; work in and around normal to heavy traffic conditions; work around hazardous material and substances and work in confined spaces. Some positions in certain assigned areas are exposed to extreme heat, humidity, and noise; explosive hazards of gasses; mechanical and electrical hazards of machinery; and fumes, odors and dust from excavation and construction.

Physical: FREQUENT walking, standing, sitting, downward flexion of neck, side-to-side turning of neck, lifting below and at waist level of tools weighing up to 25 lbs., including carrying of these tools up to 300 feet. OCCASIONAL bending and stooping, squatting, reaching above and at shoulder height, kneeling, balancing above ground, pushing/pulling, twisting at waist, upward flexion of neck; lifting objects weighing 26-75 lbs. from below waist to above shoulder level either with or without assistance and transporting for distances up to 25 feet; lifting of objects weighing over 75 lbs. and with assistance transporting for distances less than 10 feet; manual dexterity to operate computer keyboard, grasp writing materials; strength to grasp hand and power tools. INFREQUENT crawling, climbing, lifting of objects weighing 26 lbs. to over 100 lbs. from below waist to chest level either with or without assistance and transporting for distances less than 10 feet.

Communication: VISION (may be correctable) to see writing, computer input, traffic hazards, field condition. HEARING for telephone, equipment evaluation, back-up alarms, two-way radios and headphones. VERBAL ability to converse in person and over telephones and two-way radios. WRITING for completion of logs, reports and performance evaluation. READING of logs, reports, and computer screens.

FLSA Status: Exempt (not eligible for overtime)
