The City of San Bruno
The City of San Bruno is located in San Mateo County, and is only 12 miles south of San Francisco. An ethnically and culturally diverse city, San Bruno maintains a small-town atmosphere within a large metropolitan area. The City is responsible for a wide range of public services including Fire, Police, Cable TV, Water and Wastewater.
Located along Highway 101 and Interstate 280, the City enjoys easy access to the vast cultural, educational and recreational opportunities of the San Francisco Bay Area including museums, galleries, theaters and access to the San Francisco 49ers and Giants venues, the Golden Gate National Recreation Area, and the San Francisco Bay. Educational opportunities include numerous community colleges, as well as Stanford University, University of San Francisco, UC Berkeley and San Francisco State University. The San Bruno BART and CalTrain stations make it easy to use public transportation to access the Peninsula, San Francisco and beyond.
The City of San Bruno is a general law city incorporated in 1914. The Mayor is directly elected for a two-year term. Council members are elected for four-year overlapping terms with elections held in November of odd numbered years. The City operates under the Council-Manager form of government. The City Manager appoints all Department Heads and is responsible for management of all city operations. The City Council encourages citizen participation through appointments of individuals to serve on a variety of advisory boards, commissions and committees.
The City employs approximately 225 employees in ten operating departments including: City Manager, City Attorney, Public Services, Finance, Human Resources, Community Development, Fire, Police, Community Services, and Cable TV. The FY 2014-2015 General Fund Operating Budget is $36.6 million, and the FY 2013-2014 Capital Improvement Program Budget is $50.4 million. The FY 2013-2018 Capital Improvement Program (CIP) includes 51 projects totaling over $331 million dollars.
The Position of Public Services Director
The Public Services Director will lead one of the City’s largest departments and is responsible for providing a broad scope of services, maintaining a high level of contact with residents, and participating in a variety of regional agencies and activities. The Public Services Director reports directly to the City Manager and is supported by two Deputy Directors (City Engineer and Deputy Director Maintenance/ Operations). The Director is responsible for the day to day management and operations of a department consisting of 48 employees delivering public works services through four operating divisions: Engineering and Administration, Water, Garage, and Streets/ Stormwater/ Wastewater.
The new Director will have the opportunity to make a significant and lasting contribution to the community’s infrastructure and development. The City has embarked on an aggressive 20 year program to replace all of the City’s aging underground water and waste water utility infrastructure funded by an equally aggressive user rate schedule. San Bruno is experiencing a surge of both commercial and residential development, including innovative transit-oriented housing and downtown redevelopment. In combination with a number of funded capital improvement projects, this private development activity offers the new Director the opportunity to be involved in planning, and delivering public works infrastructure and services for the decades ahead. The scope of work includes oversight of projects related to regional drinking water storage and distribution, groundwater well production, street improvements, storm drainage, and wastewater collection systems.
Working cooperatively with the City Manager and all city departments in a team environment, the Public Services Director will be responsible for delivering an aggressive capital improvement program; overseeing the Department’s day to day maintenance and operations; providing professional development opportunities for public services staff; assuring a positive, proactive and customer-oriented approach to addressing issues; and representing the City on a variety of regional agency technical committees.
The Ideal Candidate
The Public Services Director must have a proven track record demonstrating a keen understanding of public works issues, outstanding communication skills, the ability to develop a positive team environment inside the department and collaboratively with other departments, and the ability to effectively lead high profile, complex projects. The successful candidate must demonstrate vision, have a collaborative approach, a positive perspective, and be a strong administrator with outstanding problem solving and multi-tasking capabilities. The interest and ability to develop and maintain effective relationships in the community and the organization and to mentor public services staff is critical. The ideal candidate will have significant professional experience developing and managing capital project delivery. Excellent verbal and written communication skills are essential.
Six (6) years of public works experience, including at least two (2) years’ experience with utility operations is required. Considerable knowledge of civil engineering in a municipal setting is also necessary. A bachelor’s degree in Civil Engineering, Public Administration, Business Administration or closely related field is required. A master’s degree is preferred. Registration as a California Professional Engineer is preferred, but not required.
Compensation and Benefits
The current salary range for this position is $146,304—$179,532 annually, DOQ. The City also provides an EXCELLENT benefits package, including:
· CalPERS retirement formula of 2.7% @ 55 for classic members or 2% @ 62 for new members
