The City of Springfield seeks an accomplished individual with strong leadership

qualities to coordinate and manage the activities of the City of Springfield’s Public

Works Department.

 

This position manages a large, full-service Public Works Department with significant

capital projects and operational activities that continuously support and improve the

quality of life in Springfield. The new Director will work closely with the City

Manager’s office, and will be directly responsible for a Public Works department

consisting of 7 divisions, approximately 250 employees, an operational budget of $25

million, and an on-going capital projects budget of approximately $20 million per

year.  There has been significant community support for 1/4 Cent Capital Improvements

Sales Tax (first passed in 1989) and 1/8 Cent Transportation Sales Tax (first passed in

1996).

 

The Public Works Department is an “accredited agency” by the American Public

Works Association. The department is responsible for street, sidewalk and

stormwater systems design, construction and maintenance. They are also

responsible to maintain the public right-of-way and Hazelwood Cemetery. On

average the department annually operates and maintains 135 traffic control signals,

repairs over 37,000 traffic signs, and stripes nearly 600 lane miles. They also maintain

54 publicly-owned City buildings and coordinates snow removal on 675 lane miles of

high priority emergency routes.

 

The ideal candidate has the background and ability to effectively manage a

large Public Works Department; formulate Department policy and recommend

changes and improvements to the City Council; plan, implement and

coordinate staffing of all Public Works Department programs including

contract labor; oversee development of department’s operating and capital

budgets; provide developmental, operational, and technical support to other

City departments; and maintain intergovernmental and public relations with

outside agencies and communities.

 

Minimum Requirements:

• Demonstrate the ability to provide creative leadership to establish and

  maintain effective working relationships with others; and to think, act and

  plan in a strategic manner.

• Possess a firm understanding of business financial principles and budgeting.

• Proven experience in establishing and maintaining collaborative

  relationships with other organizations.

• Display strong interpersonal, written and oral communication skills.

• Graduation from an accredited college or university with a Bachelor’s

  Degree in Civil Engineering, plus at least six (6) years managerial,

  administrative and professional engineering experience in the direction of

  various aspects of municipal Public Works programs.
