The Department of Environmental Resources is currently seeking highly qualified individuals to fill two vacant Engineer III, G-28, positions in the Waste Management Division.
This is a professional, senior level technical engineering position involving the application of advanced civil engineering principles in the development, design, construction, maintenance, and operations of environmental/landfill sites and projects. Work includes field and office assignments affording the opportunity for the exercise of independent planning, judgment and technical decisions under the direct supervision of a Section Manager. Incumbent must possess a thorough knowledge of landfill best management practices. This position is responsible for all phases of plan review associated with enforcement of County code, compliance with USEPA, Maryland Department of the Environment (MPE) and all other regulatory agencies and regulations associated with landfill projects and the management of waste and waste byproducts. This position is designated "essential" in accordance with DER Instruction 110.4. Incumbent may exercise supervision over subordinate level para-professional and technical personnel.

EXAMPLES OF WORK

Manages landfill operations, by-products, regulatory compliance; reviews plans, specifications and general conditions of contracts relating to landfill sites/projects and management of waste and waste byproducts; reviews and evaluates projects developed by outside consultants; administers consultant contracts; oversees projects performed by contractors and consultants and ensures the project's quality and adherence to the project's time schedule and cost; analyzes plans and reports for waste compliance and operations in accordance with USEPA, MDE and best management practices; interprets State, Federal and local codes and regulations, and ensures compliance with regulatory agencies for field operations and administrative reporting with County, State and Federal agencies; provides engineering, planning guidance on proposed horizontal construction; participates in the contract process from the development of plans, specifications and other documents through competitive bidding and contract award; reviews Construction Management; interprets and evaluates engineering test data submitted during the time of construction and field operations; performs complex technical engineering calculations related to hydrological volumetric measurements and analysis, and other relevant areas; reviews and prepares various waste management reports, including those related to air quality, ground water quality, and disposal operations; performs Field Engineering investigations and recommends corrections to include surveys, grades, slopes, drainage, and related civil engineering requirements; provides managerial support to the Division Supervisor/Section Manager in implementing established policies and procedures; and acts as the principle technical resource on all matters within the scope of the Division, keeping abreast of up-to-date information on products and practices of the waste management industry.

MINIMUM QUALIFICATIONS

Applicants must have a Bachelor's or Master’s degree in Civil Engineering, Environmental Engineering, Environmental Science, Geology, Biology, Chemistry, Construction Management, Industrial Technology or Business Administration and a minimum of at least two (2) years of experience involving landfill sites/projects and the management of waste, leachate, landfill gas and other waste by-products. Experience must also include demonstration of ability to communicate both orally and in writing with the engineering community, citizens, elected officials and other governmental agencies. Each candidate must include information that clearly and convincingly demonstrates the above qualifications for this position.

ADDITIONAL INFORMATION

PREFERRED QUALIFICATION: Professional Engineer License in the State of Maryland.
DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligibles which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
