Purpose: Field and office civil engineering work in the planning, design and construction of public works and related projects, including capital improvement and residential/commercial development.
Essential Job Functions:
Assume varying degrees of responsibility for engineering requirements in transportation, water distribution, storm water, sewer conveyance, pump stations, bio solids and treatment, traffic operations and public safety, including stamping plans as applicable.
Project management duties, including cost estimates, schedules, serving as liaison with contractors/consultants, keeping work on schedule and making reports.
Response to citizens, developers, utility companies, etc. Process permits.
Use drafting, engineering and survey equipment, CAD and GIS. Prepare maps, exhibits or graphic displays. Read/interpret drawings, plans, maps and survey notes. Collect field data and maintain records and maps. Special engineerin research assignments.
Participate in engineering planning for major capital construction and/or maintenance programs.
Assist with engineering studies, including for public works infrastructure. Analyze and perform advanced engineering calculations.
Participate in all aspets of the development plan review process. Monitor and review progress of developer projects.
MANDATORY REQUIREMENTS: BA/BS degree in civil, structural or related engineering discipline + 2 years of relevant experience or any satisfactory combination of experience and training. Requires technical writing skills to create specifications and process documentation. Thorough knowledge of civil engineering theory, practice and standards as well as methods, materials and equipment used in public works construction/maintenance and engineering record keeping systems. Excellent verbal and written communication, reasoning and analytical skills, computer skills (experience with CAD, ESRI/GIS), time management and customer service skills. Experience working directly with contractors.
SPECIAL REQUIREMENTS/LICENSES: PE from the Oregon Board of Examiners or Engineering and Land Surveying or eligible and able to obtain an Oregon PE within the first year of employment. Valid OR driver’s license.
PREFERRED: Oregon PE with Construction Management (CM). Previous experience in a municipal public works department or consultant to municipality. Bilingual: English/Spanish.
