Using considerable independent judgment, initiates, plans, organizes, directs, supervises and evaluates the activities, programs, and operations of the Division. Determines and establishes repair and maintenance priorities. Develops, revises, interprets and enforces city and divisional policies and procedures. Devises systems and methods to accomplish the work and monitor the results pertaining to the repair, preventive maintenance, fueling and replacement of City vehicles. Works with the user departments to evaluate the City’s vehicle and equipment needs. Develops specifications and makes recommendations on the selection of vehicles and equipment required for City to provide public services. Uses automated systems to monitor the City’s vehicle and equipment assets including: maintenance, parts inventory, fuel, shop labor, costs, utilization, billing and replacement needs. Evaluates the condition of the fleet on an ongoing basis, makes replacement decisions. Makes financial decisions in order to ensure a break even cost of operation and maintenance. Assigns, trains, supervises and evaluates, through subordinate supervisors, the work of skilled and semi-skilled staff; selects, promotes and disciplines personnel. Develops, coordinates and supervises a comprehensive vehicle preventive maintenance and repair program for the City’s automotive equipment, heavy equipment and other specialized equipment. Directs, maintains and controls purchasing, dispensing and inventory management activities for parts and fuel inventories. Manages the fuel contract and all activities related to the city owned fueling facilities. Supervises and implements environmental regulations for the vehicles and equipment in the city fleet and related operations. Manages repair and maintenance of the Division’s physical plant and budgets for improvements of the same. Prepares, develops, justifies, and administers the Division’s budget.
EDUCATION AND EXPERIENCE
KNOWLEDGE AND SKILLS
Attention to detail in dealing with numbers, words, and ideas. Identifying problems and reviewing related information to develop and evaluate options and implement solutions. Ability to motivate, develop and direct people as they work. Evaluate existing and potential programs for effectiveness and efficiency. Proficiency in the use of automated systems and office software. Excellent oral and written communication skills to communicate knowledgeably, clearly and concisely with groups and individuals having relationships with the Fleet Management Division. Skilled in negotiation and facilitation, and problem solving with the public and organizational colleagues.
