The City of Salem is seeking candidates to apply for the position of Water Services Section Manager within the Public Works Department Operations Division. The successful candidate will be a skilled professional exhibiting both exceptional technical and managerial competency. This position reports to the Operations Division Manager and is part of the Division Management Team that includes Wastewater Treatment, Wastewater Collection and Stormwater Services, Pumps and Controls, Dispatch and Customer Services, and Environmental Services Managers.
The Water Services Section involves all aspects of drinking water treatment and delivery and is a full service program including watershed monitoring, water treatment, distribution, storage, backflow prevention, metering, and aquifer storage and recovery.
This position will manage the daily work of 53 employees, including seven supervisory personnel. The annual budget for the Water Section is $10 million for FY 2015-16 with an additional $2-5 million in annual capital expenditure. Components of the Water Section program include:
Geren Island Treatment Facility
The Geren Island Treatment Facility is located 23 miles east of Salem on the North Santiam River. This slow sand filtration process consists of 6 filter basins and is capable of producing 85 mgd of finished water. Finished water is chlorinated using chlorine produced on-site through the electrolytic chlorine generation process. Fluoridation and pH adjustment using fluorosilicic acid and soda ash, respectively, takes place before the water is transported for distribution by either 36” or 54” water transmission mains.
Finished drinking water transmitted from Geren Island is distributed directly into Salem via the City’s Turner Control structure or routed into Salem’s 92 mg Franzen Reservoir. Water is distributed directly to customers or to one of 17 in-town reservoirs, ranging in size from one half to 10 mg. The City’s distribution system consists of 750 miles of water pipe, 19,500 valves, 49,000 water meters, and 20 water pump stations. Responsibilities of the Distribution Section include meter installation and repair, a leak detection program, and repair and installation of the water system.
Water Quality Program
The Water Quality Program is dedicated to insuring the highest quality drinking water is supplied to Salem’s 189,000 customers. Regulatory compliance sampling, analysis, and reporting, as well as production of the Annual Consumer Confidence Report are responsibilities of the Water Quality Program. This program also manages state regulated backflow assembly program. Unique to Salem and managed under this program are in-town Aquifer Storage and Recovery wells, allowing up to 8 mgd to be recovered from the 500 mg well field. The Water Quality Section also manages a watershed protection program focusing on reservoir and stream sampling to insure early detection of algae and other potential contaminants in the supply water.
The position reports to the Public Works Operations Division Manager and works collaboratively with the Pumps and Controls, Public Works Engineering, and Customer Service and Utility Billing sections.
Bachelor’s degree from an accredited college or university in engineering or scientific discipline, public administration, or related field, and seven to ten (7-10) years of experience in a related field; or any combination of education, experience, and training which provides the required knowledge, skills, and abilities to perform the essential function of the class. Must also possess either a Water Treatment Operator III or Distribution System Operator IV certification and some level of experience in both disciplines.
