Qualifications: Education and/or experience equivalent to a High School Diploma and three (3) years full time Pretreatment, Wastewater Treatment and/or Water Distribution work. Must possess ADEQ Grade 1 Operator’s Certifications for Water Distribution and Wastewater Treatment upon hire or be eligible for reciprocity from another state at the same level. Within 1 year of employment candidate must obtain ADEQ Grade 2 Operator’s Certifications for Water Distribution and Wastewater Treatment. Must possess or obtain within six (6) months of hire a Backflow Assembly General Tester Certification. Must possess a valid class D Arizona drivers license. Must pass a one (1) year probationary period. Must pass pre-employment drug test and background check.
Tasks: Under the supervision of the City Wastewater Superintendent the position will actively support and uphold the City’s stated mission and values. Performs professional environmental duties associated with the City of Prescott’s City's Cross-connection Control and Industrial Wastewater Pretreatment programs. Exercise considerable independent judgment and professional expertise in the performance of day-to-day operations, administrative delivery of the City's Cross-connection Control and Industrial Wastewater Pretreatment program elements for various city wide (public and private) projects. Assures that various projects within the city meet all applicable Federal, Environmental Protection Agency (EPA), Arizona Department of Environmental Quality (ADEQ), and local rules and regulations. Typical duties will include:
Provides excellent customer service to both internal and external customers. Administer the citywide City's Cross-connection Control and Industrial Wastewater Pretreatment programs to assure compliance with federal, state and local regulations. Communicate with State and Federal regulatory agencies with regard to Cross-connection Control and Industrial Pretreatment programs.Researches and interprets regulations and directs implementation of changes to assure compliance and provides guidance to all departments in interpreting City's Cross-connection Control and Industrial Wastewater Pretreatment regulations. Evaluates and if warranted, inspects capital improvements, private development and other construction projects to determine City's Cross-connection Control and Industrial Wastewater Pretreatment regulatory compliance. Acts as the City's primary Cross-connection Control and Industrial Wastewater Pretreatment contact for all city departments and functions.Industrial Wastewater Pretreatment program implementation including reviewing analytical data to ensure compliance with Prescott City Code; reviewing applications and preparing permits; inspections; sampling; reviewing SIU self monitoring report forms; maintaining program documents for audits and end of year ADEQ submittal; recommend and draft enforcement actions; prepare and present educational and outreach documentation for public, private, commercial, residential, civic, and regulatory groups; quantitative and analytical wastewater measurements; compile periodic reports on program activities and enforcement actions; providing general day-to-day assignments to the Water Protection Inspector position.Cross-connection Control program implementation including maintaining database of backflow prevention assemblies, test reports, and testing companies; installing, testing, and repairing backflow prevention assemblies.Periodic review and continuous development of programs, and program documents including Best Management Practices.Respond to inquiries and requests for information from public and private entities.Review building plans and perform site inspections for compliance with program and permit requirements.Perform site surveys to determine presence of Sewer Backwater Valve.Coordinates and performs flow monitoring activities in the Wastewater Collection System and analytical data collection for ongoing Local Limits updates.Administer Groundwater Remediation wastewater discharge permits for Leaking Underground Storage Tank sites in Prescott. This includes developing permits and permit documents, assigning permits, and reviewing monthly and quarterly reports with analytical data.Use Computerized Maintenance Management Software (Lucity) to track work performed.Act as the business process coordinator for providing Lucity expertise, support and administration to day to day users including: developing reports, provide training, system and data QA/QC, establish and maintain business practices, provide troubleshooting, modify activities and work units, update performance based plans and budgets, develop documentation and standards for processes and update resources.
Knowledge, Skills, and Other Abilities: Knowledge and consistent application of Federal, State and City rules, regulations, policies, procedures, codes and ordinances related to Cross-connection Control and Industrial Pretreatment.Have the ability to research, read and correctly interpret technical documents, including plans, specifications, laws and regulations governing Cross-connection Control and Industrial Wastewater Pretreatment programs. Establish and maintain effective working relationships with Federal, State and city officials, other departments and employees, consultant engineers and contractors and to deal tactfully with the general public. Have experience in providing public education and outreach, employee training related the City's Cross-connection Control and Industrial Wastewater Pretreatment programs.Knowledge of computer programs Including Windows 7, Microsoft Office programs, Lucity Computerized Maintenance Management Software, MUNIS, and GIS.Skill in following oral and written instructions.Skill in utilizing public relations techniques in responding to inquiries and complaints.Skill in drafting reports, enforcement documents, and permits.Skill in evaluating laboratory analytical reports.Must follow OSHA and City safety standards including the use of respirators, hard hats, protective clothing/eye wear/footwear, and other related materials or equipment.
Physical and Visual Ability: Sufficient to effectively and safely perform required duties and to safely operate required equipment and city vehicles as needed. The successful candidate must be able to see clearly, with correction if necessary, during both day and evening hours and in potentially adverse weather conditions. Must possess ability to perform manual labor for extended periods of time and be capable of lifting 60 pounds frequently and a maximum of 100 pounds occasionally.
Hearing and Speaking Ability: sufficient to clearly, concisely and effectively communicate in person and over the radio and telephone. Freedom from mental disorders which would interfere with performance of duties as described.
