Manager, Water and Utility Services


Direct the daily operations and maintenance of Water Production and Distribution, Facilities, and Vehicle Maintenance groups in the most efficient and economical manner. Conduct routine inspections of work sites to ensure operating and safety policies are being properly applied.

Manage and assist in short and long-range planning for Water Production and Distribution, Facilities, and Vehicle Maintenance, including the preparation and presentation of the annual operating budget and capital expenditure budgets.

Develop and establish maintenance and operating policies for Water Production and Distribution, Facilities, and Vehicle Maintenance, including preventative maintenance programs, regulatory compliance programs, system improvement programs, and a record system.

Assist in establishing and maintaining sufficient material quantities to adequately provide for maintenance and new construction needs while monitoring and controlling inventory costs.

Carry out assignments and objectives as assigned by the Director, Utility Service Delivery; communicate and inform regarding all pertinent matters and problems.

Work with outside consultants as needed.

Develop working relationships with the general public, contractors, and other City and Utility representatives, ensuring a professional image to the general public.

Promptly and effectively respond to emergency maintenance needs; coordinate associated work to minimize disruption in service.

Manage and review performance of subordinates; make recommendations regarding hiring, promotions, wages, and disciplinary action.

Recommend projects to enhance reliability and efficiency, and report through the Business Improvement Team (BIT).

Ensure supervisors routinely conduct safety meetings and uphold safety policies and safe work practices within their respective work groups.


Bachelor’s degree required or equivalent combination of education and experience.

Must hold or acquire a Grade III Water Plant Operators license for production and a Grade IV license for Distribution in accordance with the Iowa Department of Natural Resources (IDNR).

Experience in public water supply systems desired; ground water experience preferred.

Ability to analyze and evaluate data of a complex and varied nature required; must be able to maintain confidentiality of data related to business decisions and policies.

Must be a self-starter capable of assessing routine and emergency operations and taking appropriate corrective actions within general guidelines.

Must have a demonstrated ability of the following competencies:

Must be able to attend work on a regular basis.

Position may require occasional travel.

Must be able to distinguish colors for use in reading of drawings and to determine equipment status.

Must demonstrate the ability to safely perform the physical requirements identified in the Worksteps evaluation for this position.

Must possess a valid driver’s license.
