The County is seeking positive and upbeat professionals to act as Program Coordinators for Stormwater Conveyance or Bridge/Marine Maintenance within the Infrastructure Section of the Department of Environment and Infrastructure (DEI). These professional managerial level positions specifically target individuals to oversee the maintenance of the County's bridge and structural marine assets or the County's stormwater conveyance assets. An incumbent in this classification is responsible for planning and coordinating maintenance events and construction operations on public works related projects. Emphasis of the work is the planning and oversight of as needed maintenance events; contract administration; and extensive coordination with consultants, contractors and other governmental entities. The ideal candidate would have practical working knowledge of the construction process as it relates to the specific nature of work and experience in general maintenance and repair concepts.

Minimum Qualification Requirements

  • Professional Engineer/Construction Supervisor with 8 years of professional experience in the design and construction Public Works related projects that includes 4 years as a supervisor; or
  • An equivalent combination of post-baccalaureate education, training, and/or experience.

Technical Skills

For bridge and marine maintenance: 

  • Possession and maintenance of a Professional Civil/Structural Engineer Certification by the State of Florida is preferred but not required.
  • General knowledge of the Florida Department of Transportation's Bridge Inspection Reporting process.
  • Knowledge of the principles and practices of structural engineering.
  • Knowledge of design, permitting, and construction of public works related projects.
  • Knowledge federal, state, and local regulations in relation to public works projects regarding environmental, hazardous material and construction safety issues.
  • Knowledge of bridges and associated infrastructure construction and repair methods, materials, and equipment.
  • Knowledge federal, state, and local regulations in relation to public works projects regarding environmental, hazardous material and construction safety issues.
  • Knowledge of asset management systems.
  • Ability to use GIS and other computer-based applications.
  • Ability to read and interpret inspection reports and create detailed work order for repairs.
  • Ability to manage contractors hired to perform repair activities.
  • Ability to develop, implement, and manage annual operating budgets.
  • Ability to plan and direct the work of professional engineers, contractors, technicians and clerical personnel in a manner conducive to full performance and high morale.
  • Ability to give technical and professional review to a wide variety and large volume of engineering plans, specifications and related documents.
  • Ability to address civic, public or private organizations relative to engineering programs and projects.
  • Ability to enforce departmental policies and adhere to the County's core Foundational Values of Teamwork, Respect, Integrity, and Reliability.
  • Ability to present clear and concise reports both written and orally.
  • Valid Florida Drivers License or Florida Commercial Drivers License and endorsement, if any.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Other highly desirable knowledge, skills, abilities, and credentials relevant to a position.

For stormwater conveyance: 

  • Possession and maintenance of a Professional Civil/Structural Engineer Certification by the State of Florida is preferred but not required.
  • General knowledge of the Florida Department of Environmental Protection Agency Policies and Procedures (MS4 Permit) governing stormwater runoff.
  • Knowledge of the principles and practices of civil engineering.
  • General knowledge of the Southwest Florida Water Management District Policies and Procedures regarding ERP Permitting.
  • Knowledge of stormwater pipe and associated infrastructure construction and repair methods, materials, and equipment.
  • Knowledge federal, state, and local regulations in relation to public works projects regarding environmental, hazardous material and construction safety issues.
  • Knowledge of asset management systems.
  • Knowledge of design, permitting, and construction of public works related projects.
  • Ability to use GIS and other computer-based applications.
  • Ability to read and interpret inspection reports and create detailed work order for repairs.
  • Ability to manage contractors hired to perform repair activities.

Illustrative Tasks

  • Supervises, coordinates and provides technical guidance all facets of bridge and marine structures.
  • Supervises the construction and resident inspection of roadway, bridge and marine structures.
  • Supervises and directs the planning, coordination, review and updating and improving the County's bridge management tracking software.
  • Supervises, plans, and directs the work crews in the operation and maintenance of public works assets and systems related to all bridge and marine structures appurtenances.
  • Supervises professional and technical staff in the preparation and review of plans, cost estimates and specifications, and various permits applications.
  • Conducts, coordinates, or supervises special engineering studies involving bridge design projects.
  • Responsible for contract administration services for all consulting engineering contracts which entails preparing progress reports, attending meetings, tracking of consultant's progress, review of plans and specifications, review of pay requests, and coordination and review of construction activities.
  • Coordinates with the Florida Department of Transportation on funding for bridge repair and maintenance.
  • Prepares, reviews, or arranges for regulatory permit acquisition.
  • Performs related work as assigned or required.
