Minimum Qualifications

Bachelor’s degree in Architectural or Civil Engineering, Urban Planning, Construction Management, or a closely related field and two (2) years of full-time professional level experience in municipal plan reviews in a public sector setting is required. Registration in the State of Arizona as a Professional Engineer with proficiency in civil engineering is highly desirable.  Registration as a Land Surveyor (R.L.S) is a plus.  Possession of a valid Arizona driver’s license is required.

Any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted for evaluation at the discretion of the City Manager.

Essential Duties: 


Essential Duties are not intended to be an exhaustive list of all responsibilities, duties and skills.  They are intended to be accurate summaries of what the job classification involves and what is required to perform it.  Employees are responsible for all other duties as assigned.

  • Coordinates work with other city departments, contractors, regulatory bodies and other public agencies.
  • Reviews private development plans, reports, and plats (including geotechnical reports and survey documents) submitted by developers, landowners and engineers for adequacy of application and conformance to City engineering ordinances and standards.
  • Prepares documents for plan review by identifying corrections and inadequacies, making comments, and requiring that all corrections meet the requirements of pertinent City codes. 
  • Classify and log new projects for plan review and create plan review reports.  Prepare paperwork needed to process and issue permits.
  • Confers with and provides information to property owners, contractors, developers, engineers, architects and the general public regarding conformance to standards, plans, specifications and codes; explains codes, requirements and procedures and evaluates alternatives.
  • Prepares engineering documents, including agreements, maps, legal descriptions, resolutions and ordinances.
  • Prepares a variety of written materials, including staff reports and engineering reports.
  • Conducts studies and confers with the public regarding traffic issues.
  • Attends meetings and promotes department and or City activities and objectives.
  • Maintains liaison with other regulatory agencies and public or private entities, while fostering collaborative relationships to the mutual benefit of the City and these organizations.
  • Provides assistance to other employees or departments as needed.
  • Performs other duties as assigned.

Knowledge of:

  • Engineering design theories and principles;
  • Construction and surveying theories and principles;
  • Applicable laws, regulations, codes, policies and engineering standard practices;
  • Computer applications related to the work, including basic GIS and AutoCAD concepts and applications;
  • Techniques for effectively representing the City in contacts with government agencies, community groups, various business, professional and regulatory organizations, and with property owners, developers, contractors and the public;
  • Professional written and oral communication skills;
  • Microsoft Office suite and MS Project;
  • City-wide safety policy and practices concerning safety prevention, reporting and monitoring.

Ability to:

  • Multi-task and be flexible, and work in a fast-paced and ever-changing diverse customer environment;
  • Work independently with minimal supervision and using independent judgment;
  • Maintain attention to detail resulting in high quality deliverables;
  • Apply the principles and practices of conflict and problem resolution to aid in the
  • successful completion of development projects;
  • Identify, communicate and negotiate the resolution of complex issues;
  • Develop and implement policies and procedures to expedite the development review process in order to enhance customer service;
  • Express ideas, both orally and written, to a variety of audiences, including public officials, managers, other city staff, developers, contractors and the general public
  • Prepare oral and written reports and maintain system tracking and performance records;
  • Operate standard office equipment and a personal computer using program applications appropriate to assigned duties;
  • Work in a safe manner and report unsafe activity and conditions.

Skills required:

  • Developing and reviewing engineering plans and designs for municipal public works projects;
  • Advanced trouble-shooting methodologies;
  • Communicating effectively, orally and in writing, including making public presentations to the City Council and / or commissions;
  • Establishing and maintaining effective working relationships with professionals, other agencies, city staff, and the public;
  • Proficient in using office equipment, including a personal computer and software applications;
  • Analyzing municipal systems, procedures and controls, and recommending improvements.
