THE POSITION:

This is highly professional project design management work performed from within the Engineering Division of the Public Works Department. Performs a variety of professional engineering tasks involving Public Works improvements, development projects, capital improvement projects, or traffic engineering projects; examines plans and maps and related specifications and reports; prepares designs and specifications for assigned projects; collaborates and confers with developers, contractors, consultants, other engineers and the general public; and performs a variety of related duties and responsibilities.

ESSENTIAL RESPONSIBILITIES:

Manages or performs engineering tasks on assigned public works projects such as roadways and paths, bridges, solid waste sites, storm drain utilities, marine structures, etc.

Prepares or oversees preparation of studies and preliminary field surveys for design and construction of facilities and infrastructure. Performs or directs research, collection, and compilation of the data and information necessary to produce the pre-design studies required in the preparation of projects.

Develops, oversees, or contributes to the development of criteria for design, inspection, and maintenance of construction projects in coordination with a variety of interested parties such as: other Divisions of Public Works, other County Departments, Municipalities, Port Districts, Tribal groups, State agencies, etc.

Develops or manages development and implementation of public involvement programs including attending public meetings and formal public hearings on proposed County construction projects; prepares or supervises the preparation of presentations, maps, exhibits, drawings, charts, and graphs, and provides technical testimony as required.

Oversees the requests for bids and bid evaluation process of assigned construction projects.

Performs, oversees, or assists construction management responsibilities including field inspections, material testing, construction documentation, submittal reviews, pre-bid and preconstruction meetings, progress payments, change orders, and project closeout.

Analyzes, negotiates, and resolves construction claims.

Performs or oversees quality assurance and quality control programs including: design, contract administration, construction management, inspections, project control, construction claims prevention, and resolution, etc.

Reviews and analyzes internal work methods, practices and policies, and recommends changes to increase efficiency and productivity. Implementation and verification of design and drawing standards.

Supervisory:

This position has direct supervisory responsibilities. Oversees the daily and programmatic functions of the Design Section employees in the Engineering Division.

MINIMUM REQUIREMENTS:

A Bachelor’s degree in Civil Engineering or related field and registration as a Professional Engineer in the State of Washington is required. Master’s degree in Engineering is desired.

Tenure of at least five years in this environment is required; however, strong emphasis will be placed on experience, abilities, and personal attributes.

Requires a strong foundation in the engineering and construction of public works projects and the provision of services to the motoring public.

An equivalent combination of education and experience in lieu of the educational requirements may be considered if it provides the skills, knowledge, and abilities to perform the essential functions of the position.
