Under the direction of the Stormwater Operations Supervisor, this position is responsible for maintenance and operation of the City’s Stormwater System. Redmond’s Stormwater conveyance system consists of over 10,500 catch basins, 180 miles of pipe, 200 vaults and 90 ponds.

Essential Functions:

· Locate, install, maintain, and repair storm lines, catch basins, detention systems, bioswales, and stormwater quality treatment facilities· Clean, rod, and flush stormwater pipes and structures· Inspect catch basins, detention facilities, control structures, culverts, and other storm system components for proper function and integrity· Validate and ground-truth the infrastructure with engineer drawings and GIS maps· Design and implement traffic control plans, and conduct traffic control and flagging· Respond to emergency calls, customer requests, and urbanized flooding· Operate vacuum truck, backhoe, boom truck, dump truck, 2-way radio, etc. to repair, maintain, and install components of the storm system· Operate boom arm and other mowers and power tools in the control of vegetation in stormwater ponds· Use remote controlled video system and specialized software to assess, record, and evaluate the condition of the infrastructure and provide recommendation for repairs or maintenance needed· Oversee work of contract vendors to clean large vaults and detention systems· Maintain daily work records, input and manage data, and create reports for internal purposes and regulatory compliance· Assist other City departments with inspections of new construction· Assist with development of policies, procedures, plans and manuals to ensure tasks and equipment are operated safely and properly and in compliance with applicable regulations and specifications.


Knowledge of:

Storm sewer maintenance and repair principles and operational procedures,General construction practices and techniques,Design and implementation of proper traffic control plans,Basic principles and procedures of record keeping and safe work practices,Structure and functions of City government; laws, regulations, policies, and procedures applicable to stormwater maintenance,

Skill in:

Safe operation of hand and power tools and mechanical equipment such as shovel, chainsaw, line trimmer, and portable generatorSafe operation of large equipment such as boom arm mowers, boom truck, track hoe, back hoe, front end loader, bobcat, dump truck, educator truck, or CCTV inspection equipmentMinor maintenance of equipmentFlagging and safety requirements for traffic operationsGeneral construction techniquesOccupational hazards and confined space entryEffective and efficient communicationReading and interpreting construction drawings and as-built plansConducting inspections and investigations of stormwater related issuesPersonal computer and various software applications. MS Office, and ArcGIS preferred.

Ability to:

Inspect, operate, repair and maintain stormwater systems and componentsProvide excellent customer service through positive and professional communicationFollow policies and procedures to ensure tasks and equipment are operated safelyDemonstrate a positive attitude and be an effective team playerAccurately record field data manually and by using a variety of software programsWork overtime to respond to emergencies as needed, including evenings, holidays, and weekendsWork on a 24-hour standby basis several times a year for a week at a time.

Education and Experience:

Any combination equivalent to: High School Diploma and one (1) year of public utility, maintenance, construction experience or other closely related work experience that provides the knowledge, skills, and abilities needed to perform this job.

Licenses and Requirements:

Valid Washington State Driver’s License is required by date of hire, and a driving record that meets City standards, Washington State Class A Commercial Driver's License with air brake and tanker endorsements, Washington Traffic Control Flagger Card, Confined Space Entry and Attendant, and First Aid/CPR certifications are preferred, or, ability to obtain within one (1) year of hire. This position is subject to the drug and alcohol testing requirements of the Federal Highway Administration.

Working Conditions:

Work is performed in both a clean, climate-controlled office environment and in the field, sometimes during inclement weather. Indoor work consists of using a computer and may require the employee to sit for long periods of time. Outdoor work consists of field work that can expose the employee to hazards of a construction site, traffic, potentially toxic gases and fumes, and exposure to noise, chemicals, paints, and dust. The employee must be able to lift or move up to 50 pounds, carry a backpack, climb ladders, and work in confined spaces. Requires manual dexterity, hearing and visual acuity.

Union Affiliation:

Fulfillment of bargaining unit membership is required within 30 days of hire.
