JOB SUMMARY:

Under the general direction of the Director of Engineering and Public Works, the Assistant Director assists the Director in the operation, management, planning, organization and direction of the Department of Engineering & Public Works. Exercises broad discretion in the management of the Engineering & Public Works Department. In the absence of the Director, this position will assume the duties of the Director. This position takes a leadership role in, and is provided considerable latitude to carry out operational management and leadership responsibilities including: development of short and long term goals; compliance with all Federal, State, and Local agency rules, regulations, and safety requirements; development and implementation of the Department’s budget; rapid response to emergency situations; and promotion of a positive image of the Department at all times. Other work includes representing all major program areas of the department in liaison activities and coordinating special projects across divisions. The responsibilities require exercise of considerable professional and technical judgment and initiative within the framework of established regulations.

ESSENTIAL FUNCTIONS:

Assist the Director in meeting village vision, values, and goals. Assist and advise the Director and take a leadership role in establishing departmental plans, goals, and procedures. Responsible for reviewing, occasionally preparing and presenting agenda items for the Engineering and Public Works Committee, Village Board and any other committee as assigned. Manages staff by planning and prioritizing tasks, ensuring policy and procedure compliance, recommending changes and adjustments, and monitoring staff performance and development. Demonstrates continuous efforts to improve operations, streamline work processes and work cooperatively and jointly to provide quality and seamless customer service. Allocate resources required for short and long term goals to meet Departmental mission, establish priorities, and facilitate completion of projects to meet the goals. Anticipate existing or potential problems, circumstances, activities, or events which may/will affect the Department and keep the Director of Engineering & Public Works apprised of same. Directs the preparation of engineering and non-engineering studies and reports, field reconnaissance and reports, plans and specifications involving projects and capital building facilities. Oversees the development and implementation of Graphic Information System (GIS) applications and work processes to automate the maintenance and repair reporting of the village’s vast infrastructure. Utilizes reports and maps generated by the GIS for budgeting and resource management. Responsible for effective supervision and administration to include budget preparation and monitoring expenditures, succession planning, employee relations, and related activities. Assists in the evaluation, selection and supervision of professional consultants. Review and approve proposed bid specification submittals. Contract management including oversight, evaluation, assessment and reporting. Assist Director with personnel management including enforcement of work rules, labor relations, disciplinary action, and grievance procedures. Review and respond to questions and request for service from customers. Determine jurisdiction and responsibility; assign priority and ensure satisfactory completion. Communicate with residents and other customers to resolve service disputes and provide the highest quality service in an impartial manner within the policies and framework established by the Village. At all times represent the Department and the Village in a friendly, courteous and professional manner. Ascertain effectiveness of Department activities and level of customer satisfaction; analyze survey results and take appropriate action to maintain the required service level. Initiate a quality inspection program and monitor accomplishments of Division activities to ensure proper reporting and compliance with Department standards. Plan and conduct meetings to ensure an efficient and unimpeded flow of information to employees at all levels of the Department. Provide opportunity for staff interaction on a regular basis. Delegate duties to the Superintendents, Engineering Division Manager and other departmental staff, to accomplish the operational activities of the Department. Evaluate and assist in selection of subordinate supervisors and other new personnel. Conduct performance evaluations of Superintendents, and other subordinate staff. Prepare detailed management and operations reports on Department activities. Prepare reports to regulatory agencies, including periodic reports to the IEPA, MWRD, IDOT, IDOL, JAWA, NWMC, NPDES and ISO, including periodic reports to the IEPA, MWRD, IDOT, IDOL, JAWA, NWMC, NPDES, and ISO. Available for response to emergency conditions which disrupt Village services; coordinate and direct efforts to resume normal service. Oversee an effective training schedule of subordinates in work practices, proper equipment operation and maintenance and safety issues in the work place, through existing village staff and consultants. Performs other tasks and duties as assigned.

QUALIFICATIONS:

Bachelor’s degree in Civil Engineering, Business, Public Administration, Construction Engineering or related field. Master’s Degree in Business Administration, Public Administration or closely related field or agree to obtain within (5) years. Professional Engineer’s licensure in Illinois a plus. Five (5) years of experience in a public works department or related industry. Considerable knowledge and a minimum of three (3) to five (5) years experience at the supervisor level. Possession of a valid Driver’s License. Considerable experience in administering budgets. Prefer past experience with public works related equipment. Considerable knowledge and experience in administering contracts for outsourced services and specialized areas specific to the operating divisions, such as EPA Clean Water Act, MWRDGC, NPDES Program, EPA Drinking Water Regulations, and IDOT rules and regulations.

Drive motor vehicle under non-emergency conditions. Walk up and down flights of stairs, sit or stand for long periods of time, climb over obstacles such as uneven ground, construction sites, and ditches. Prolonged periods of concentration such as proofreading, preparing contract documents, reviewing plans, blueprints, as-builts, interpreting rules and regulations, ordinances and policies, etc. Medium lifting required on an infrequent basis. Must be able to effectively communicate verbally and in writing.

REQUIRED KNOWLEDGE AND ABILITIES:

Comprehensive knowledge of the principles and practices of a modern public works and engineering department’s operations and administration in all areas. Considerable knowledge in principles and practices of large, complex construction projects, including public works engineering. Demonstrated skills in establishing and maintaining satisfactory working relationships and open communications with subordinates, other officials, and the public. Considerable knowledge of regulatory agencies rules and regulations - specifically Federal and Illinois EPA, MWRDGC, and IDOT. Considerable knowledge and experience of safety precautions to be observed in maintenance work. Considerable knowledge in supervisory, managerial and negotiating techniques. Ability to apply this knowledge in the work environment. Ability to tactfully and professionally direct subordinates, develop organizational and employee goals and objectives, to measure organizational success, and professionally evaluate employee performance. Ability to supervise the preparation of specifications, cost estimates, plans, maps and reports. Ability to make complex engineering computations and check, design and supervise the construction of a wide variety of public and private facilities. Demonstrated skills in verbal and written communications and presentations and to use Microsoft Office Suite, Microsoft Project (or equivalent) applications. Considerable knowledge and experience in preparing and administering contracts for outsource services. Considerable knowledge of computer hardware and applicable computer software, ability to develop report format and analyze data through computer applications. Ability to keep accurate records and prepare reports of projects as they progress. Ability to supervise, train and evaluate supervisory, professional, technical and operational subordinates.
