VILLAGE OF CAROL STREAM
Civil Engineer II
The Civil Engineer II performs duties under the supervision of the Assistant Village Engineer on a variety of public improvement projects. Reviews site plans as well as industrial and commercial development and subdivision plans.
EXAMPLES OF DUTIES:
Provides support to engineering staff in the planning, surveying, design and management of village capital improvement projects.
Prepares cost estimates, plans, specifications, bids and contract documents.
Oversees and performs construction management, documentation, testing and inspection of village projects.
Performs engineering review of building permit applications to ensure compliance with applicable engineering standards and ordinances.
Reviews spot and final lot surveys to check for engineering compliance.
Reviews subdivision as built record drawings for final determination of compliance by developers and eventual release of securities.
Conducts and oversees collection of pavement condition data for use in asset management software.
Answers questions and complaints from the public relating to grading, storm water management, traffic, village infrastructure, construction work and other issues relating to municipal engineering.
Performs local drainage and traffic control investigations.
Works with GIS mapping and other computer software programs to create maps and exhibits.
Performs other duties as required and assigned which are reasonably within the scope of the duties enumerated above.
KNOWLEDGE, SKILLS AND ABILITIES:
Requires knowledge of civil engineering principles as applied to municipal engineering.
Requires ability to read and interpret engineering plans and verify items through field observations.
Requires general knowledge of accepted construction practices relating to public improvement.
Requires ability to communicate with developers, engineers, and contractors as a representative of the Engineering Services Department.
Requires the ability to observe, collect, and analyze technical data and to express that data either verbally or in written format.
Requires general knowledge of local, state and federal regulations relating to civil engineering practices.
Ability to learn, understand and adhere to all applicable safety precautions and procedures.
Familiarity and working knowledge of the DuPage County Countywide Stormwater and Flood Plain Ordinance is highly desired.
Working experience with computer applications including Micosoft Office is required and is preferred for ESRI GIS applications.
TRAINING, EDUCATION AND EXPERIENCE:
Requires a Bachelor's Degree in Civil or related engineering field from an accredited engineering program.
Registration as a Professional Engineer in the State ofIllinoisor ability to obtain within 6 months.
Four (4) years of professional engineering design and project management experience.
Prior work experience in the municipal sector including plan review experience is preferred.
Requires valid Illinois Vehicle Operators license.
Must be available to work occasional evening and weekend hours when required.
