Under general direction, the Utilities Supervisor will plan, organize, supervise and review the service program involving the construction maintenance, repair and installation of water distribution and recycled water systems and related structure within a D5 distribution system. The Utilities Supervisor will provide supervision to field crews, prepare and administer public work contracts as necessary for the reliable operation of the City’s water distribution systems, as well as perform related work in the functional area of Construction Maintenance within the Utilities department.
The successful candidate will be responsible for establishing priorities for work crew, supervise preventive maintenance and repairs to the water distribution and recycled water systems, recommend the purchase of equipment and supplies, inspect work sites, and other operational management responsibilities to ensure effective and efficient operations of assigned division.
· Develops and implements efficient and effective procedures for construction maintenance work and projects in compliance with applicable rules, regulations and standards.
· Reviews and resolves complex customer complaints.
· Ensures inspection of completed work activities, and adherence of safe work methods and safety practices by field maintenance personnel.
· Conducts and coordinates safety training and maintain safety records and reports.
· Directs and assigns work to crews, including training and evaluating work; monitors work in progress and necessary modifications as appropriate. Coordinates coverage for emergency calls, stand by, weekends and holidays.
· Coordinates field services maintenance activities with other City departments, divisions and sections and with outside agencies.
· Maintains written and computerized records of work performed and materials used; records as-built drawings of modifications; prepares a variety of written records and reports related to the work.

-Effectively communicate with people from a wide variety of socio-economic backgrounds, both orally and in writing.
-Forecast labor and other pertinent cost factors.
-Determine training and development programs and classes of subordinates.
-Plan, assign, supervise and evaluate work of subordinates and provide required training and guidance.
-Determine cost-effective ways for efficient and effective operation of functional responsibilities.

-Read and interpret Utility maps, plans, diagrams, and blueprints and specifications.

-Establish and maintain cooperative relationships with customers, the public and those contacted in the course of work including negotiating work with outside contractors.
-Use computer applications to assist in performing duties.
-Withstand hours of sitting, standing, walking and climbing.
Experience and Education
Position requires an equivalent to the completion of the 12th grade supplemented by course work or specialized training in waterworks distribution system construction and maintenance, civil engineering and construction related subjects, and four years of increasingly responsible work in the assigned area, preferably in a comparatively sized/classed water distribution or collection system, including two years in a lead or supervisory capacity. Possession of, or the ability to obtain a State of California driver’s license.
DHS Water Distribution Grade 3 is required and experience with recycled water systems is preferred for Construction Maintenance.
This position is open until filled. The first review will begin on May 2. Testing date scheduled for May 8, 2014.
