Position Summary:

The Project Manager/Market Director (PM/MD) is a key team member in the development of business opportunities within the Community Services (CS) market sector. This includes identifying and pursuing opportunities in a variety of services, primarily to public agencies: financial engineering, development review, capital project development, staff augmentation, asset management, civil design, and construction management services. The PM/MD participates in the development of strategic marketing plans and budgets, capture strategies, conferences, proposals and interviews. The ideal candidate will have strong relationships with and understanding of City/County/Special Districts clients in California. The PM/MD must also have marketable practice skills and serve as project manager on key projects. Harris has two openings: Northern California service area (working primarily out of our Concord office) and Southern California (working out of our Los Angeles or Irvine office).

Position Responsibilities:

Position responsibilities include but are not limited to the following:

  • Develop client relationships which position Harris to win new work
  • Thoroughly understand Harris’ culture, services (practice and market sectors), history and strategic Road Map – Harris’ path to the future
  • Develop a high profile corporate and personal presence in client settings, through event participation and individual client contacts
  • Enhance the Harris Brand through thought leadership regarding new technologies, client issues, and industry challenges
  • Present papers at conferences and trade shows, and publication articles
  • Be an integral part of the entire Market Sector team, working with CS and other Market Leaders/Directors, and vertically with CS and other practice groups
  • Participate in creating CS Market Sector budgets, projections, opportunity targets, and other planning activities.
  • Work with Practice Leaders/Directors to identify staffing needs (quantity and expertise) to support marketing efforts
  • Develop capture strategies and pursue A-list opportunities
  • Prepare proposals and interviews, and coach Harris teams
  • Teach in the Harris Academy
  • Set personal goals to win new work; secure client debriefs and learn from losses
  • Stay current in personal areas of expertise, and actively seek opportunities to provide billable services in order to meet utilization targets

Knowledge, Skills and Abilities:

  • Minimum of 10 years of relevant experience in Harris service areas as well as business development
  • Four-year college degree (Civil Engineering. Public Administration or related field)
  • California Professional Engineering License (not required but preferred)
  • California Driver’s License with a clean driving record
  • Computer skills appropriate for this position (Word, Excel, MS Project, PowerPoint, etc)
