DEFINITION: Performs review and plan check processing of plans and requirements for land development projects affecting City grading, streets, storm drainage, rights-of-way, sewers, water, and related areas; coordinates and monitors the work of plan check consultants and/or contractors performing engineering activities; coordinates plan check reviews with other departments and agencies. Ensures compliance with Conditions of Development (Conditions) for various land development projects; coordinates Conditions from other divisions, departments, and outside agencies; ensures compliance with city codes, specifications, policies, and standards. Reviews tract and parcel maps, variances and conditional use permits to ensure compliance with appropriate engineering regulations. Provides information and investigates complaints and service requests at the public counter; participates in the reviewing and issuance of various permits including grading, encroachment, sewer connection, and special events permits; reviews and approves zone clearance for various projects such as patio covers, swimming pools, and retaining walls. Performs related duties as required.
EDUCATION/QUALIFICATIONS: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: A Bachelor’s degree from an accredited college or university with major course work in civil engineering or related field. Three years increasingly responsible professional engineering experience including two years of experience comparable to an Assistant Engineer with the City of Camarillo. Possession of a valid California driver’s license at a level appropriate to the equipment operated. Possession of Engineer-In-Training certificate is highly desirable.
KNOWLEDGE/SKILLS: Highly organized with excellent verbal and written communication skills that can perform operations, services, and activities related to municipal engineering design and construction. Knowledge of modern and complex principles and practices of civil engineering; methods, materials, and techniques used in civil engineering projects including those used in the design and construction of projects; methods and techniques of engineering plan review and analysis; engineering maps and records; the Subdivision Map Act; principles and uses of GIS programs; conducting site and field investigation. Understanding of mathematical principles as applied to civil engineering work; possess the ability to perform professional engineering duties involved in the design, development and construction of a variety of engineering projects. Familiarity with principles and able to perform the practices of business correspondence and technical report preparation. Understanding of modern office procedures and methods, and operate equipment including computers.
