The City of Diamond Bar is seeking a highly motivated and experienced professional with strong interpersonal skills to join the Public Works team as an Associate Engineer.
The incumbent will, under general supervision of the Senior Civil Engineer, perform journey and professional level engineering work; review and oversee design and construction development projects and related public works activities; coordinate projects and activities with staff, City Departments and other agencies in support of the Public Works Director/City Engineer; and perform other related duties as required.

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.
  • Reviews engineering plans, specifications, subdivision maps, rights-of-way dedications, easement and vacation requirements, lot line adjustments, lot mergers and related subdivision projects and improvement plans for compliance with appropriate laws, ordinances and State and City guidelines; makes recommendations to the Public Works Director/City Engineer for revisions and improvements; ensure legal descriptions are accurate.
  • Reviews traffic control plans and encroachment permit applications related to utility work in the public right-of-way for compliance with appropriate laws, ordinances and State and City guidelines; makes recommendations to the Public Works Director/City Engineer for revisions and improvements prior to permit issuance.
  • Reviews traffic impact analysis reports for private Land Development Projects and makes recommendations to the Public Works Director/City Engineer for revisions and changes.
  • Recommends appropriate revisions and/or approval to Public Works Director/City Engineer; meets with various agency and private representatives to consider plans and coordinate agreements having regional impacts.
  • Monitors and evaluates construction activities through field inspections to ensure work meets plan requirements; corrects deficiencies and resolve disputes.
  • Analyzes environmental applications and reports and assists the Planning Division in preparing Planning Commission reports related to engineering conditions and requirements.
  • Reviews and evaluates plans of consulting architectural/engineering firms; makes construction contract modifications and negotiates contract change orders.
  • Prepares reports and recommendations related to civil engineering projects.
  • Plans, coordinates and oversees the work of consultants; explains procedures, checks work for conformance with standards, and resolves procedural and policy questions; administers professional service contracts.
  • Assists engineering professional or technical staff with lesser experience by explaining engineering standards, City requirements and procedures, and by checking work for completeness and accuracy.
  • Analyzes private development project applications for determination and enforcement of stormwater regulations. Monitors and inspects construction activities to ensure work meets stormwater regulation requirements; corrects deficiencies and tracks enforcement activities.
  • Maintains the day-to-day operations of the City’s Traffic Management System.
  • Analyzes, operates, and maintains the City’s traffic signal system and makes recommendations to the Public Works Director/City Engineer for upgrades and changes.
Knowledge of:
Principles and practices of engineering as applied to public works, utilities, private development plans, and private and public construction projects; modern methods, materials and techniques used in the design and construction of a wide variety of public works projects; modern developments, current literature and sources of information regarding civil engineering; applicable Federal and State laws and regulatory codes relevant to civil engineering design and construction; principles and practices of supervision, training and performance evaluation; principles of contract administration; operate computer hardware and use word processing, spreadsheet and GIS software applications programs.
 
Ability to:
Apply civil engineering principles and practices to the solution of engineering problems in the design and construction of public works and private development projects; make moderately complex engineering computations and to check, design and supervise the construction to a wide variety of public works and private development projects; interpret and apply federal and state laws and regulatory codes; estimate project costs, prepare and review specifications; coordinate private and public works engineering projects; supervise, train and evaluate sub-professional, technical and clerical personnel; prepare and maintain records and standard reports; analyze and solve basic work problems by applying departmental procedures; communicate clearly and concisely, orally and in writing; establish and maintain effective working relations with staff, other departmental representatives, contractors, and the general public.
Education:  Bachelor’s degree with major work in civil engineering or a closely related field. Experience: Three years of experience in professional civil engineering work. Possession of a valid Engineer-In-Training certificate issued from the California Board of Regulation for Professional Engineers.
 
Highly Desirable: The ability to attain a valid Certificate of Registration as a Professional Civil Engineer from the State of California.  Candidates with experience in processing subdivision tract maps with associated land development improvement plans and familiarity with the implementation of the state National Pollutant Discharge Elimination System (NPDES) Permit.
