This is an exciting opportunity to work in an urban Midwestern city located in America’s heartland.

The City of Roeland Park is seeking a highly responsible leader for the position of Public Works Director. The selected individual will be hired by the City Administrator and will work as part of the management team under the supervision of the City Administrator.

ABOUT THE CANDIDATE
The City of Roeland Park is seeking a dedicated, responsive, and experienced individual for its next Public Works Director. Minimum qualifications for the position include high school diploma, GED or equivalent work experience; five (5) years of progressively responsible public works experience, or any combination of education and experience; considerable knowledge of civil engineering principles, practices and methods as applicable to a municipal setting. Graduation from an accredited four-year college or university with a degree in business, public administration, civil engineering, or a closely related field and a Kansas Professional Engineer license is preferred.

Required knowledge, skills and abilities of the successful candidate include:

• Supervise 6 or more full time employees and seasonal employees
• Read and interpret public works blueprints and documents
• Use analysis based on precedent to solve problems
• Organize daily, monthly and quarterly work activities
• Communicate and coordinate with the public, utilities, consultants and contractors
• Knowledge of computers and personal communication practices
• Work the days and hours necessary to perform all assigned responsibilities and tasks
• Knowledge of and ability to follow the City codes, policies and procedures
• Work in various weather conditions and physically perform the basic job abilities required in public works
• Possess a background in management with emphasis in public works maintenance, operation and administration with considerable knowledge of civil engineering principles, practices and methods as applicable to a municipal setting
• Communicate effectively both orally and in writing with employees, consultants, other governmental agency representatives, City officials and the general public
• Conduct necessary research and compile comprehensive reports
• Must obtain a valid CDL Class A license within six months of work.

Other attributes in the ideal candidate sought by the City include a people person who can effectively engage employees, who will listen to employees and promote fairness. A person who will get out in the field, is sincere in their dealings, an effective negotiator, someone who believes in efficiency and effectiveness, has good organizational development skills, is a progressive and forward thinker and someone who shares ideas.

Also needed are good presentation skills, a “can do” person, someone who can communicate the importance of what the Public Works Department is doing, a diplomat, and a versatile individual who can be decisive when needed.

Further attributes of the successful candidate include ability to effectively deal with high expectations of the community, a hands on individual, someone who is progressive and can make needed changes over time, a team leader who believes in teamwork, someone who takes pride in their work and a visible individual in the community.

ABOUT THE POSITION
This position is responsible for the direction, planning, management, supervision, and review of the activities and operations of the City Public Works Department including capital projects, streets, drainage, grounds, parks, and municipal buildings, community center and swimming pool complex. The position is responsible for managing and motivating a staff of 6 full-time employees. This position oversees all financial aspects of the Public Works Department operation, preparing the annual Department budget, capital improvement plan, and applying for appropriate grants and other outside funding opportunities.

The Public Works Director serves as a staff representative at meetings of the Governing Body and various other City boards and committees. This is an exempt position. Preference maybe given to a candidate who lives or is willing to relocate within 30 miles of Roeland Park.

ABOUT THE CITY OF ROELAND PARK
Roeland Park was incorporated as a City in 1951. It is one of twenty cities in Johnson County. Roeland Park is completely surrounded by other cities in Johnson County and Wyandotte County to the North. The City has a residential population of approximately 6,800 within its 1.64 square mile city limits. Service is provided to the citizens of Roeland Park by 30 full-time employees.
The City provides service in the areas of Management, Planning and Administrative Services, Public Works, Public Safety, Municipal Justice and Community Programs, Parks and Recreation. Fire protection is provided by Johnson County Fire District No. 2. Utilities are provided by Water District No. 1, Johnson County Wastewater, Kansas City Power & Light and Kansas Gas Service.
ABOUT THE CITY GOVERNMENT OF ROELAND PARK
Roeland Park operates under the Mayor-Council form of government with an appointed professional City Administrator. The City is divided into four wards; two council members elected from each ward serve staggered four-year terms. The Mayor is elected from the city at large for a four-year term. The City Administrator has responsibility for the management of all city programs and departments in accordance with policies and annual budgets adopted by the council.
ABOUT THE PUBLIC WORKS DEPARTMENT
The new Public Works Director will have exciting opportunities to manage projects and staff including contracted and in house street maintenance, the leaf pick up program, maintaining City facilities and the City’s fleet of public works, neighborhood services and police vehicles. The Public Works Facility is located at 4800 Roe Parkway. The Department has a current annual operating budget of $957,100 and there are 6 FTE employees.

COMPENSATION
The starting salary for the Public Works Director for the City of Roeland Park will depend on the experience and qualifications of the selected individual. The current salary range for the Public Works Director of Roeland Park is $53,400 to $83,422 per annum. In addition, the City will provide a competitive benefit package to the successful candidate.
