POSITION: The beautiful Southern California coastal City of San Clemente is seeking a qualified individual to serve as the Maintenance Superintendent in the City’s Public Works Department. The Maintenance Superintendent is responsible for planning, managing, supervising, and coordinating maintenance services and activities including streets, traffic, City-owned properties, landscaping, beaches, pier, trails, pools, parks, medians, and building maintenance and safety. The position also oversees the City’s Computerized Maintenance Management System (CMMS) for the Maintenance Services Division, coordinates assigned activities with the Beaches, Parks, and Recreation Department and other City departments, divisions, and outside agencies, and provides responsible staff assistance to the Public Works Director/City Engineer. This position requires strong management and interpersonal skills and an ability to effectively oversee a maintenance staff handling a diverse set of job duties. The position receives administrative direction from the Public Works Director/City Engineer, and exercises direct supervision over supervisory, maintenance, and clerical staff. The position will require attendance at periodic evening and weekend meetings as necessary. The salary noted is currently under review by the City Council.
THE CITY: San Clemente, incorporated in 1928, is a general law city operating under the Council-Manager form of government. The city is a popular southern Orange County beach community which enjoys a year-round moderate climate averaging 70 degrees and is centrally located between Los Angeles and San Diego. The city is 18.45 square miles in area and has a current population of approximately 65,500. The City has approximately 186 full-time employees.
THE IDEAL CANDIDATE: The ideal candidate will have at least five years of increasingly responsible experience in public works and/or landscape maintenance and construction, or the building trades, including three years of administrative and supervisory responsibility. The ideal candidate will have a Bachelor’s degree in construction management, civil engineering, horticulture, park administration or a closely related field.
The ideal candidate will have knowledge of: operational characteristics, services and activities of a variety of public works maintenance programs; operational characteristics of tools, material and equipment used to maintain City streets, buildings, beaches, parks, pier, trails, pools, medians and right-of-ways; construction principles and practices; building trades, including plumbing, carpentry, electrical, and heating and air conditioning; principles and practices of arboriculture, horticulture, beach ecology and irrigation systems; principles and practices of municipal budget preparation and administration; principles of supervision, training, and performance evaluation; pertinent Federal, State, and local laws, codes, and regulations; and occupational hazards and standard safety practices.
The ideal candidate will have the ability to: manage, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; administer contracts; prepare contract specifications; read and understand blueprints; recommend and implement goals and objectives; respond in emergency situations; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; research, analyze, and evaluate new service delivery methods and techniques; interpret and apply Federal, State, and local policies, laws, and regulations; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties; maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
