Managerial level work in planning, assigning, and reviewing the work of technical staff which involves installation, operation, maintenance and repair of a large sanitary sewer collection system, including lift stations. Work is performed under the general supervision of the Environmental Services Director or Assistant Director, but considerable latitude is granted for the exercise of independent judgement. Effective supervision of supervisory, technical, mechanical, and instrumentation staff is a key element of this position.

 

 

POSITION DUTIES & RESPONSIBILITIES

 

 

Directs the operation, maintenance and repair of the sanitary sewer collection system, including lift stations.

 

  • Establishes shift schedules. Hires to fill staff vacancies in accordance with City procedures, and directs the daily activities of the sanitary sewer collection system.

  • Supervises supervisory and technical staff

  • Prepares and conducts employee performance evaluations for all Collection System personnel and, when necessary, initiates performance improvement actions if work standards fall below expections in accordance with City HR policies.

  • Arranges for and attends employee training.

  • Monitors staff work activities, enforce safety and construction standards, and ensures safety policies are current, relevant and adhered to.

  • Monitors sanitary sewer collection system operations for continuing compliance with all state and federal regulations, and monitors system performance in relation to the City's performance requirements.

  • Prepares recommendations for current and long-range planning for equipment acquisition, system renewal and replacement and expansion, budget preparation, and improvements to lift station operations.

  • Plans, initiates work requests, and reviews the maintenance of the sanitary sewer system and monitors work time, maintenance, materials, and vehicle usage using the department Computer Maintenance Management System (CMMS).

  • Using the department CMMS, maintains records related to work performed on department assets.

  • Maintains operational records, and prepares and submits compliance reports required by regulatory agencies.

  • Works in collaboration with contractors and department maintenance staff to ensure City and department policies and procedures are followed.

  • Edits and examines Development Review Commission (DRC) reports and construction plans and specifications.

  • Responds to customer inquiries and compliments and resolve customer complaints.

  • Inspects the sanitary sewer system to identify deficiencies and problems.

  • Establishes and monitors meaningful Key Performance Indicators (KPIs) for the Collection System

  • Performs related work as required.

 



 

MINIMUM QUALIFICATIONS

 

 

Training and Experience: Bachelor's degree in Environmental Sciences, Public Administration, Civil Engineering, Business Administration, or related field; possession of a Wastewater Collection System “A” Operator's license is preferred; and seven years experience in the operation and maintenance of a sanitary sewer collection system, five of which have been in supervisory capacity (coaching, counseling, hiring, selection, managing performance, addressing performance improvement issues as needed and performing related supervisory tasks).

Certifications required include Maintenance of Traffic (MOT), First Aid, CPR, Confined Space Entry and Trenching and Shoring.

Intermediate MOT, utilities construction, electrical and pump certifications are preferred.

 

Knowledge, Skills and Abilities: Advanced knowledge of the principles and practices of construction, operation, and maintenance of sanitary sewer systems and lift stations. Knowledge of the principles and practices of sanitary sewer system administration and the ability to plan and initiate work and supervise employees engaged in a variety of technical and maintenance operations. Knowledge of SCADA system operation. Advanced knowledge of the occupational hazards and safety precautions involved in sanitary sewer system operations and maintenance work. Ability to establish and maintain productive working relationships with superiors, co-workers, subordinates, support resources and the general public. Ability to prepare and present accurate reports, make clear and effective oral presentations and written communications (KPIs), and maintain accurate maintenance records.

 



 

JOB PROFILE

 

 

Work Environment: 70 % inside a climate controlled building and 30% outside which includes driving.

 

 

 

Physical Requirements: The essential functions of the job require: sitting approximately four (4) hours per day, standing approximately two (2) hours per day, and walking approximately two (2) hours per day. On rare occasions the work requires: bending/stooping, climbing. Lifting objects weighing up to 44 pounds.

 

 

 

Sensory Requirements:Hearing: Ability to detect proper equipment operation and understand normal human conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the telephone. Seeing: Ability to see and read computer monitor screens, operate a motor vehicle, perform field sampling, and read fine print.

 

 

 

Driving Requirements: The work requires occasional driving and possession of a valid Florida Class “E” Driver License.


 

Office Equipment/Software: The work requires the ability to operate a cell phone, desk telephone, fax, scanner, desk top computer. Demonstrated proficiency with word processing, spreadsheets, database, email and related business software applications.
