A professional and supervisory position providing design, project management and team leadership for City transportation, stormwater and sanitary sewer utility engineering projects and work programs. Work assignments are performed independently requiring skill and experience in municipal engineering and are reviewed by an Engineer IV or the City Engineer. Work accomplishments will be measured by effectiveness as work program team leader, supervisor and project manager, the quality and completeness of the work, number of work assignments completed, and amount of time billed to work assignments and projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Apply advanced engineering principles and techniques following established guidelines, policies, and procedures in performing project design and management of capital projects, and supervising engineering work programs.
All of the duties and responsibilities of the Engineer II position.
Serve as Engineer of Record to provide complete project design, construction and procurement work products.
Act as project management for assigned projects:
Review, approve, or recommend approval of project management plans and critical project documents;
Evaluate project status and set project team milestones for completion of project tasks
Evaluates and monitors project budgets and expenditures;
Coordinate completion of project tasks with project team members;
Report and communicate project status to project customers and stakeholders;
Provide team leadership and program administration for assigned engineering work programs including: Project Planning and Development, In-House Design, Consultant Projects, Construction, Site Development Review and Permitting, Regulatory Compliance, and Engineering Records and Information Systems Administration.
Serve as supervisor over personnel assigned to team or work program:
Responsibility for managing human resources by hiring, orienting, training, assigning, scheduling, coaching, counseling and disciplining (when necessary);
Communicating job expectations and providing positive and constructive performance feedback;
Planning, monitoring, appraising and reviewing job contributions;
Mentoring and developing employees and enforcing policies and procedures.
Develops and conducts internal training sessions and programs.
Prepares and assists with City Commission reports and presentations.
Perform related work as required.
