The Position

The City of Monterey Park seeks a dynamic Water Utility Manager to join the Public Works Department Management Team. Under direction from the Director of Public Works/Assistant City Manager, this position plans, organizes & directs the Water Utility Division, composed of the Water Production, Water Distribution and Commercial Services Sections.

The Water Utility Manager develops long-range plans, establishes and administers water quality standards to meet Federal and State water quality requirements and oversees regulatory compliance. This position establishes and administers water quality standards to meet regulations; analyzes cost of services & develops water rate schedules.

In addition, this position: develops & administers the Division’s annual budget, possesses the knowledge of basin management and water resources of the Main San Gabriel Groundwater Basin and participates in developing solutions for the protection of the City’s water supply sources, administers contracts, oversees a staff of 20 or more and performs other related duties as assigned.


Position Requirements

This position requires knowledge of: the principles, practices & technology of water construction, production & distribution systems and water treatment; principles & practices of enterprise and municipal budgeting, management, supervision and training, and contract administration techniques.

In addition, this position requires the ability to effectively direct and coordinate the work of staff and contractors; ensure water quality regulations and standards are met; develop realistic long range plans for water systems development and maintenance; communicate effectively orally and in writing; establish and maintain effective working relationships.

Any combination of education and experience which has provided the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

! A Bachelor's degree from an accredited college or university with major course work in Public or Business Administration, Civil Engineering or a related field.

! A minimum of five years of increasingly responsible professional experience in the operation and administration of water system construction, maintenance, water quality control and production, with at least three years in a responsible supervisory or management position.

! At the time of appointment, possession of a California State Department of Health, Distribution Operator D5 is required.

! Possession of or ability to obtain a California State Department of Health, Water Treatment Operator T4 Certificate.

! Possession of a valid California Driver's License and a satisfactory driving record are required at the time of appointment and are continuing conditions of employment.
