Manage the delivery of water/wastewater capital projects through all aspects of engineering design, permitting, procurement, construction and commissioning. Management and administration of engineering consultant and construction contracts, along with providing direction as necessary to maintain project budgets and scheduled delivery dates. Interact with regulatory agencies and manage programs to obtain permits, certifications and approvals for projects and programs. Guide and serve as engineering technical advisor to operations staff.
Prepare and solicit proposals including review and selection of firms for contract award. Drive efficiency into project delivery through the development and monitoring of delivery metrics including unit cost, targets vs. actuals, schedules, quality, post project review and pursuit of more effective/efficient project delivery and procurement approaches. Oversee the preparation and submittal of technical and engineering records for work in progress and completed work.
This position requires a 4-year degree in Civil or Environmental Engineering, Construction Management or a related technical degree. Also requires 6-10 years of engineering experience with general knowledge of engineering, project management, construction/operation of water/wastewater facilities and infrastructure. Solid understanding of current trends and technology for water/wastewater conveyance and treatment systems required as well as basic water/wastewater utility operations and private water utility economics. Registration as a Professional Engineer in the State of Arizona is preferred. ADEQ operator certification is a plus. This position requires a general understanding of industry safety regulations, as well as federal, state and county water quality and design regulations and technical standards. Applicant must also be extremely well versed in Microsoft Office software including spreadsheets, presentation and scheduling software.
