Douglas County is searching for a Temporary Traffic Technician to join our Traffic division. This is work that involves a combination of technical training, required certifications and skills for preparing, fabricating, installing and maintaining all county road traffic control devices, including traffic signs and roadway striping. This position reports to the Traffic Services Supervisor and is in the Traffic – Signs and Markings workgroup, which is under the Traffic Engineering / Traffic Operations Manager and the Engineering Division of the Department of Public Works Engineering.The length of this temporary position is anticipated to be one year but will be determined by the workload and department funding. This temporary position offers limited benefits, medical insurance and paid County Holidays.

ESSENTIAL DUTIES:

Equipment:

  • Operates equipment including pickups, single axle/tandem axle trucks, loaders, backhoes, snowplows, and sanders/chemical applicator trucks that require a CDL license.

Signs – Understands:

  • The fabrication method and equipment to be used.
  • The materials to be used.
  • The colors and shapes of the signs, i.e. regulatory, warning and guide signs.
  • The equipment for installation.Operates aerial bucket truck for maintenance and emergency activities.

Striping – Understands:

  • The types of materials (paint, epoxy, thermo, methacrylate).
  • The road conditions and temperatures to apply materials.
  • How to draw and read blue prints/plans.
  • The striping equipment (trucks, hand machines, cone/arrowboard truck and striping removal machines) and how to operate and maintain them.
  • How to set up traffic control for work zones for spot work or safely run a striping train of vehicles per federal/state/local standards.
  • Knowledge of HAZMAT safety requirements.

Work Zone Traffic Control – To be familiar with:

  • Barricade classifications.

Other Duties:

  • Performs snow removal and sand/deicing material applications.
  • Serves as part of the on-call staff for emergencies, carrying a pager/phone for a week at a time (after six months).
  • Placement and programming of variable message signs.
  • Other duties as assigned.

Minimum Qualifications:
EDUCATION and/or EXPERIENCE:

  • Entry Level Requirements - Generally a high school diploma or GED.
  • Within one and one half years, employee must become familiar with the MUTCD, be able to obtain certification as an ATTSA or IMSA Traffic Control Technician and IMSA Level I Sign & Markings certification.

LANGUAGE SKILLS:

  • Ability to read and interpret documents such as safety rules, manuals, operating and maintenance instructions.
  • Ability to effectively communicate in both oral and written form.

COMPUTER SKILLS:

  • Reasonable computer skills and some familiarity with Microsoft Office or similar office systems desirable.

PHYSICAL ABILITIES:

  • Ability to lift 70+ pounds, perform strenuous work for up to 10 hours a day (or 12 hours during time of snow removal) and work at heights up to 50’.

REASONING ABILITY:

  • Ability to apply past knowledge and experience to formulate decisions.

CERTIFICATIONS, LICENSES, REGISTRATIONS:

  • Possession of a CDL Class ‘B’ (Class ‘A’ preferred) driver’s license at time of hire.
  • A copy of Motor Vehicle Record is required at the time of interview.
  • Within one and one half years, employee must become familiar with the MUTCD, obtain certification as an ATTSA or IMSA Traffic Control Technician and IMSA Level I Sign & Markings certification.
  • IMSA Level II Signs & Markings Certification required within 2 years.
  • Work outside of normal hours is required.

SUPERVISORY RESPONSIBILITIES:

  • This position does not supervise other employees.

  • Improper use of traffic control devices could result in potential serious safety liability for the county.
  • Citizens rely upon our expertise to ensure their safety and properly direct them. Without this direction, damage to property, bodily injury or death could occur.
  • Employee awareness and education are vital to the employees’ daily responsibilities to ensure citizen, personnel and property safety.

  • This position has daily contact with county employees, supervisors, the public, other agencies and contractors.

WORK ENVIRONMENT:

  • Work is mostly in the field. The employee may be exposed to high speed/high volume traffic and adverse weather conditions.
