Under general direction of the Director of Public Services, performs supervisory, administrative, and technical work in overseeing planning, design, and construction for a variety of difficult and complex water and sewer projects and programs; plans, organizes, and reviews water and sewer extension project designs and provides support during the construction phase; oversees water and sewer operations including general maintenance, repairs and services; coordinates assigned activities with other divisions, outside agencies, and the general public.

Manages and reviews water and sewer design projects for design adequacy, constructability, maintainability, cost effectiveness and environmental impact and provides support during construction. Performs hydraulic reviews and computations, considering existing and future demands/flows to determine pipe sizing and alignments and available capacity of existing water and sewer systems. Estimates quantities and cost of materials, equipment, and/or labor to determine project feasibility. Develops and maintains preventative maintenance programs for sewer and water operations. Conducts pre-design meetings with applicants and their engineers. Acquires necessary permits for some projects. Reviews pump station plans, pump station details, pump sizing calculations and pump station layouts. Performs wastewater pump station and force main calculations.

Tracks projects and reports on project quality and cycle time. Determines compatibility of projects with capital improvement program and other design requirements. Provides assistance in the completion of the capital improvement program. Identifies resource needs; reviews with appropriate management and staff. Prepares water and sewer construction designs and manages the development of contract documents for bids. Develops and reviews reports, designs, drawings, construction specifications, and associated cost estimates. Initiates, reviews, and negotiates change orders; performs field inspections as necessary. Develops, implements, and monitors project timelines and objectives. Ensures consultant and contractor compliance with project schedules. Participates in the development and administration of the Operations and Maintenance annual budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures. Creates regular and special reports for the City, County, State, and other governmental bodies. Performs related duties as assigned.
