Under general supervision, manages, coordinates and schedules work crews, vehicles and equipment for the maintenance of streets, roadways, storm water systems, infrastructure and traffic controls for the Public Works Department (PWD); manages the work projects, and assures the quality of the services provided.

ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

Supervises the staff and activities of the street maintenance work crews; coordinates and schedules staff, vehicles and equipment; reviews the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities.
Plans, prioritizes, and inspects operations and maintenance work, including crack seal, fog seal, chip seal, asphalt overlays and scarifiers; trains staff in proper methods and procedures; coordinates work with other City departments and regional agencies.
Supervises staff, and assigns tasks, projects and priorities; assures that quality and safety standards are met; develops staff skills and safety training plans; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, equipment, and technical issues.
Assures vehicles and equipment are properly serviced and repaired, and job site materials are available.
Plans, organizes and oversees maintenance operations, special projects, and resource allocations; prioritizes projects and inspects jobsites to assure quality work products and effective use of resources.
Assures that jobsites and program activities are in compliance with all laws, regulations, policies and safety standards; evaluates the efficiency and effectiveness of operational methods and procedures.
Oversees budgets, expenditures, purchasing and procurement procedures; maintains administrative records, reviews operational information, and inputs pavement management data to PW database.
Plans and provides technical and safety training for staff; coordinates cross-training programs.
Supports the relationship between the City of Yuma and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, and complies with all City policies and procedures.
Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines
High School Diploma or GED equivalent; AND five years of public sector road construction and or maintenance in asphalt roads, concrete work or traffic control signs and markings; including three years of supervisory experience; OR an equivalent combination of education, training and experience.

Knowledge of:

City policies and procedures.
City safety rules and regulations, occupational hazards and safety precautions.
Federal and state safety regulations, and safety standards in hazardous environments.
Techniques and practices for efficient and cost effective management of resources.
Methods, materials and equipment used in street and infrastructure construction and maintenance.
Operation, care, maintenance and capabilities of specialty vehicles and equipment.
Environmentally responsible and resource-efficient public service techniques.
Manual on Uniform Traffic Control Devices (MUTCD), and ADOT standards, protocols, specifications and guidelines for public works construction and safety standards in hazardous traffic environments.
Proper use and storage of chemicals, including OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace.
City geography, traffic patterns, streets, landmarks and facility locations.

Skill in:

Supervising staff, delegating tasks and authority, and coaching to improve staff performance.
Safe and efficient operation and maintenance of trucks and equipment.
Identifying and evaluating unsafe conditions and work site problems.
Inspecting and maintaining vehicles and specialized equipment.
Assessing and prioritizing multiple tasks, projects and demands.
Promoting and enforcing safe work practices.
Establishing and maintaining effective relationships with co-workers and others
Operating a personal computer utilizing standard and specialized software.
Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Arizona State Class A Commercial Driver’s License is required within six months of hire. OSHA Hazardous Waste Operations (HAZWOPER), NIMS Emergency Response, and MUTCD certifications in work zone traffic control are required within one year of hire; additional specific technical training or certifications may be required from OSHA, ATSSA, IMSA, and ADOT pesticide license.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment, and at outdoor City facilities. May occasionally be required to bend, reach, stoop, and lift objects; may be exposed to safety hazards and dangerous tools and equipment; safety precautions must be followed, including use of safety equipment.
