The Fairfax County Park Authority is seeking a dynamic and experienced business professional to serve as the Chief of Business and Development. The Fairfax County Park Authority (FCPA) is a large and multifaceted park system encompassing over 23,000 acres of land, 420 parks, 500 full-time employees, 2,000 seasonal employees and over 2,000 volunteers. The Chief of Business and Development is one of two Deputy Directors. The position has oversight responsibility for five departmental funds, to include an annual operating budget of $83 million and Capital budget of $96 million. Provides financial advisement and recommendations on business, budget and development strategy, assessing organizational performance against long-term goals.

Coordinates and implements financial and accounting policies, regularly providing reports and presentations. Provides leadership and oversight for fiscal planning, new business, seeks alternative revenue resources and enterprise development, oversees information technology and golf programs (a $10 million dollar business operation with eight public golf courses). Assists the Director in supporting FCPA Board functions and policy and serves as a member of the agency leadership team. Represents the agency regularly and maintains clear ongoing communication with the staff, other boards, civic groups, and the general public. Deals effectively with other governmental agencies, elected officials; and works cooperatively with Director and Deputy/Chief Operating Officer in the implementation of policy and fulfilling the agency mission and vision.

Minimum Qualifications: Any combination of education and experience equivalent to graduation from a four-year college or university with a bachelor's degree in finance, accounting, public administration, business administration, recreation or park management, or a closely related field, with major coursework in accounting. Six years of professional financial/accounting work including financial analysis, coordination of financial and business planning, reporting and auditing, and oversight for financial and account policies governing municipal finance.

Special Requirements: The appointee to this position will be required to complete criminal background and credit history checks to the satisfaction of the employer prior to employment.

Preferred Qualifications: The preferred candidate will possess experience and demonstrated success in the following areas:

  • Fiscal and business acumen outreach, and development of long term public-partnerships.
  • Knowledge and application of alternative funding approaches, and is a champion of innovation master planning, development and capital programs.
  • Extensive knowledge of fundraising and grants.
  • Experience working with policy and advisory groups.
  • Knowledge of Government Accounting Standards Board (GASB) guidelines and General Accepted Accounting Principles (GAAP) related to public sector financial management, and Government Officers Association (GFOA) recommended practices and regulatory reporting requirements.
