Negotiates acquisition of land rights and purchases of real property required for public improvement projects. Works independently and with teams in Capital Facilities, Stormwater Management, and others. Serves as liaison between property owners, county staff, and vendors. Manages multiple and diverse project assignments with challenging completion deadlines. Researches county records pertinent to land acquisition issues. Searches and verifies legal records for accuracy of ownership and reviews title reports. Calculates and verifies square footage of land, reviews and interprets engineering plans and construction drawings. Interprets real estate valuation principles and reviews appraisal reports. Prepares land acquisition cost estimates. Compiles facts required for public hearings and condemnation proceedings, prepares Board agenda items, makes presentations to the Board, and testifies in court on condemnation cases. Maintains project files and data for project management information systems; produces documents and reports. Performs related duties as required; duties are performed under general supervision.
Minimum Qualifications: Any combination of education, experience and training equivalent to a bachelor's degree in real estate or a related field from an accredited four year college or university; plus three years of experience in real property negotiation, disposition and/or evaluation.
Special Requirements: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer prior to appointment. Must be available to work a limited number of evenings and weekends in order to attend Board meetings and meet with the public as required. Employees are prohibited from conducting real-estate business in Fairfax County.
Preferred Qualifications: Experience in real estate acquisitions related to public improvement projects. Education or experience related to one or more of the following: real estate, appraisals, property title research, real estate law, land use and development, or construction. Possession of the Senior Right-of-Way Agent designation awarded through the International Right-of-Way Association (IRWA) or the ability to complete those requirements within three years. Knowledge of eminent domain law and condemnation procedures. Familiarity with construction plans and plats for projects including highways, sewers, and utilities. Computer and Microsoft Office (Word, Excel)software skills. Experience managing multiple projects with challenging completion deadlines. Demonstrated ability to work independently and with teams, as well as excellent oral and written communication skills.
