Under the direction of the Transportation Planning & Engineering Manager, this position will work closely with a team of professional and technical staff to manage transportation design projects, coordinate with outside agency improvements, and perform engineering plan review. Duties include but are not limited to: project management of corridor studies and preliminary designs for intersection, street, non-motorized and transit improvements; reviewing and coordinating City projects, development projects, and outside agency projects including Sound Transit’s E360 Light Rail design build project in Redmond and WSDOT’s Overlake Access Ramp project; preparing and delivering contracts, memos and presentations; managing project budgets; facilitating internal and public meetings; and performing other duties as assigned.
Knowledge of: project management; transportation engineering and planning concepts, principles, and practices; transportation engineering design and construction; transportation analysis; technical aspects of street, pedestrian, bicycle and transit facilities.
Skill in: performing detailed plan review; negotiation; establishing and maintaining effective working relationships with all levels of City staff, other agencies, citizens, developers and consultants; managing multiple projects and priorities with competing deadlines; conducting field inspections of sites proposed for development and construction activities; operating a personal computer and relevant software, including MS Office Suite (Outlook, Word, Excel, etc.); using development/permit processing applications, and AutoCAD or GIS is preferred.
Ability to: communicate clearly verbally and in writing; effectively speak and present at internal meetings; lead or work as part of a team on complex transportation projects; work independently to manage projects and tasks; oversee work of other technical staff and consultants; develop alternative engineering and planning methods and detailed analysis based on sound professional judgment; make complex design or technical decisions and interpret policy with minimal oversight; conduct quality assurance; interpret and explain technical information to a variety of non-technical audiences; and manage consultant contracts to scope, schedule, and budget.
Education and Experience:
Any combination of education and experience equivalent to: Bachelor’s degree in Civil Engineering AND at least seven (7) years of engineering plan review, construction, or transportation engineering experience. Certification as a Professional Engineer (PE) license is required, or equivalent.
Licenses and Requirements:
Valid Washington State driver's license by date of hire and a driving record that meets city standards.
Fulfillment of bargaining unit agreement membership is required within 30 days on hire.
Work is performed in an office environment with fieldwork required. May be exposed to varied terrain and physical hazards when performing on-site inspections. May be required to attend occasional evening meetings.
