Under general direction by the Director of Public Works, the Utility Supervisor manages the day-to-day operations and activities of the Utility Division, including providing responsible management support to division personnel. Work also involves field command and a variety of administrative tasks incidental to the work activities.
The Utility Supervisor will:
Assign, schedule, supervise, inspect, and ensure efficient, effective and quality day-to-day work of the staff engaged in the operation, maintenance, and repair of the Village’s sewage lift stations and collection systems, wells, pump stations, water storage facilities, distribution facilities and related equipment. Areas of responsibility include, but are not limited to: construction, repair and preventative maintenance; conducting field inspections; maintenance of records; verifying material and work quality.
Be responsible for assisting with the operation, maintenance, repair and capital improvement project planning of the Village’s water distribution system, sanitary sewer conveyance system, and related municipal utility infrastructure.
Be responsible for providing proper maintenance, supply and pressure of potable water in conformance with all applicable water quality standards; ensures water quality and required samples are performed in full compliance with IEPA, USEPA, and IDNR requirements; maintain all required records, reports and samples submitted to agencies.
Oversee the meter/customer service component of the Utility Division, including supervision of assigned personnel, and ensures proper installation, maintenance and repair/replacement of water meters.
Ensure that all construction, maintenance, repair and rehabilitation work of infrastructure is performed in accordance with specifications, professional standards, applicable codes, approved time schedules, and standard operating procedures during all stages of work.
Assist with preparation of division budget; perform cost control activities; monitor expenditures.
Respond to emergency calls as necessary; assist with snow and ice control operations and other emergency operations as required.
Lead, develop, motivate, provide technical support, train and evaluate staff; resolve personnel issues.
Investigate and respond to citizen inquiries or complaints as appropriate; respond promptly and effectively to emergency trouble calls; communicate with the public regarding maintenance and repair issues.
Institute safety training programs and communicate safe work standards and practices.
Review and assist in developing Public Works Department policy and procedures; interpret and enforce adherence to Village policies and collective bargaining agreement.
General Minimum Requirements
Possession of a valid Class B or higher Commercial driver’s license with air brake endorsement is required.
Possession of a valid Illinois Class C* Public Water Supply Operators License is required. [*minimum requirement; candidates with higher level licensing are also eligible for consideration].
Completion of a high school program or equivalent; an Associate’s degree from an accredited college or university in Civil Engineering, Environmental Studies, Business Administration, or closely related field; five (5) years municipal utility experience, including at least three (3) years of responsible supervisory experience in utilities administration and operation. A combination of education and experience that would provide the necessary knowledge, skills, and abilities as expected for this position is acceptable.
Ability to meet the physical demands of the position which include a work environment that typifies a general office within a Public Works building and field work including inclement weather, uneven terrain, noise, and other undesirable environmental conditions.
Ability to meet attendance requirements and twenty four (24) hour emergency call out requirements including weekends and holidays.
This position requires the candidate to be able to meet the living radius requirement of twenty (20) miles within twenty four (24) months of hire.
