THE POSITION

The Public Works Director is an At-Will Executive Management employee and will serve in this capacity at the pleasure of the City Manager. This position is responsible for the planning, oversight, and direction of the services of the Department and the control of staffing levels and the departmental budget; the Director also participates as a member of the City’s executive management team. The Director advises and supports the City Manager’s Office and City Council, and represents the Department in policy matters.

The Director is expected to monitor and stay informed of current trends in the public works field, evaluate their impact on departmental operations and recommend appropriate policy or procedural enhancements. The Director is also accountable for the development, organization, and implementations of City public works programs.

THE IDEAL CANDIDATE

The City of Corona is seeking a well-regarded, collaborative, and results oriented professional to provide leadership and direction as the City’s Public Works Director; an individual with polished technical skills is essential. The ideal candidate will be a creative problem solver with an ability to manage expectations and deliver results. An articulate individual with the ability to communicate effectively, both in writing and verbally, with a range of audiences would do well in this position. The Director must be able to maintain proactive communications and positive relationships with both internal and external stakeholders including but not limited to the Department’s staff, other department heads, City Manager, City Council, outside agencies and community members.

Candidates for this position should have extensive knowledge of the principles and practices of public works construction, strategic management, planning, project scheduling and budgeting, California engineering standards, public works procurement processes, plan checking, ability to oversee a municipal airport, budget and forecasting as well as recent developments, current literature, and sources of information related to public works, planning, and administration. Any combination of education and experience supplying the necessary knowledge, skills, and abilities would be qualifying; a typical candidate will have a bachelor’s degree with major course work in in engineering, public administration, or a closely related field and ten years of progressively responsible experience involving public works operations and municipal engineering. Candidates’ experience should include considerable supervisory and management experience.
