GENERAL STATEMENT OF DUTIES: To supervise a group of meter readers, equipment operators or others engaged in the construction, maintenance and repair of water meters, water distribution or sewer collection system and to perform related work as required.

SUPERVISION RECEIVED: Work is performed under the general supervision of the Utilities Manager or other designated official.

TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to do any or all of the following: These examples do not include all of the tasks which the employee may be expected to perform.

Assign and supervise the work operations of personnel engaged in the sewer system or water distribution system.Assist in ordering, storing and controlling the use of departmental equipment and supplies.Train new employees in equipment and work operations.Make inspections of work in progress and upon completion to determine conformance with plans and specifications.Shut off and turn on water services and mains.Make inspection of the systems to determine necessary maintenance or repair.Supervise disinfection of new water mains.Make inspections to ensure that proper safety precautions are observed in the various work operations, including compliance with MIOSHA and work zone safety standards.Maintain liaison with private contractors, utility companies and other municipal departments to ensure the safety and reliability of the sewer system and water distribution system during construction activities.Train and supervise employees assigned to meter reading and repair work.Provide accurate data and updates to data center, and use information provided for prompt repair.Schedule water meter readings and repairs for efficiency and economy.Respond to customer complaints and investigate claims.Maintain files and records; prepare annual reports utilizing current O&M software package.Purchase necessary supplies.Prepare budget requests, manage and track expenditures.Perform related work as required.


Considerable knowledge of the methods, materials and procedures required installing, testing, calibrating and repairing water meters.Considerable knowledge of the methods, materials and equipment used in the construction, maintenance and repair of the sewer systems or water distribution system including water mains and the distribution lines, water service connections, fire hydrants, water valves and cross connection prevention devices.Considerable knowledge of the operational capabilities and requirements of a variety of automotive and power-driven equipment.Some knowledge of the principles of hydraulics.Ability to read and interpret blueprints, sketches and specifications.Ability to supervise the activities of a group of employees engaged in sewer construction or water distribution maintenance, repair or related work.Mechanical aptitude.Ability to work effectively with the public and other employees.Demonstrate a working knowledge of Electronic Data Processing skills in spreadsheets, word processing and other specialized EDP interface equipment for downloading water accounts data.ACompetent Person@ qualification for trenching and shoring.Must have a valid Michigan Driver License (Operator=s).

An employee in this class, upon appointment, should have the equivalent of the following training and experience:

Graduation from an accredited high school.Several years of progressively responsible experience in the construction, maintenance and repair of sanitary and storm sewer systems or the installation, maintenance and repair of a water distribution system.State ofMichigan S-1certification must be obtained within five (5) years of appointment to the position. The employee must show a continuing effort toward the attainment of the S-1 certification.
