JOB SUMMARY:

Under general direction of the Department Director, manage, mentor and assign work to supervisors and division employees in construction, maintenance of street, alley, sidewalk and storm drainage collection systems. This position will also oversee the operation and maintenance of the water distribution/storage system, wastewater collection, SCADA and all appurtenances making these systems function. With assistance from field supervisory staff, this position must ensure strict adherence to all requirements from TxDOT, EPA, TCEQ and other governmental agencies as applicable. Performs a multitude of administrative work assignments such as but not limited to keeping all Streets/Utility Division’s performance measures current. This position makes necessary changes to work plans when expectations may not be met; must also gather statistical data for report generation and regularly keep Department Director informed of all Division’s work activities.  

ESSENTIAL JOB FUNCTIONS:

Manage, train, mentor, evaluate and motivate supervisors and all employees within the Street/Utility Division.  As necessary, systematically field check streets, alleys, sidewalks, water & wastewater utilities etc., assigning condition ratings for each respectively. Schedule work and assign jobs specifically supervising the planning of daily work assignments and quality control. Administer and manage maintenance contracts and cause to inspect all private contractor’s work in streets and utilities.  Perform engineering evaluations and create engineering reports for NTMWD, TCEQ, EPA, TxDOT and other agencies. Develop, enforce and keep current construction standard details pertaining to streets, water and wastewater systems. Ensure all safety precautions and policies are understood and adhered to in the work place. Develop new standards and/or construction details when needed for the job at hand. Administer monthly safety meetings.  Follow all procurement procedures. Assist Director prepare, implement & negotiate Interlocal Agreements with the cities of Dallas, Garland, the NTMWD and others. Provide necessary assistance to supervisors and/or field crews on difficult jobs. Provide regular advice on proper and efficient work methods and procedures.  Enforce all City and departmental rules and regulations. Must hold all personnel accountable for work expectations.  Develop, maintain, and review operating and personnel records. Manage construction and maintenance projects of streets, storm drainage systems, alleys, sidewalks and others as needed.  Inspect work in progress and upon completion. Communicate courteously and effectively with other city employees, officials, vendors and the public. Assist Director with preparation of the Streets Division annual budget, departmental work programs, policies, cost estimates and overall planning. Carefully and responsibly administer Street Division’s approved budget. Write specifications for street-related materials and equipment. Manage division’s computer programming operations as applicable to the City’s Geographical Information Systems.  Assist Director in recommending replacement or new purchases of work vehicles, equipment, machinery tools and other specialized materials or equipment used for street and utility applications.  Read, understand and convey written and verbal job instructions effectively. Generate administrative and field reports. Promote and train work safety while using all types of powered- and/or non-powered equipment. Lift and/or carry up to 100 pounds of materials; pull, push, and/or drag up to 150 pounds.  Sit, stand, stoop, and/or twist for extended periods of time while supervising or participating in street operations.  Work both indoors and outdoors in extreme temperatures, including heat, cold, temperature swings and in inclement weather.  Some exposure to dust, odor, electrical, mechanical, and toxic hazards, using proper safety precautions

REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSES:

Bachelor’s degree in civil engineering or related field and a Professional Engineer’s license in the State of Texas is required, or must be able to obtain a license within 6 months from date of hire.  Valid class C Texas Driver’s License required, Texas Commercial Driver’s License Class A preferred.  

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:

10 years experience is required in construction, maintenance and repair of water & wastewater systems, streets, alleys, sidewalks and storm drainage collection systems. Familiarization with the NPDES mandate and its requirements imposed by TCEQ is necessary. Experience required in communicating effectively with the general public and subordinates. Knowledge and experience is required in reading and interpreting engineering drawings, plans and specifications. Must have extensive working knowledge of construction methods, materials, design criteria of standards and equipment used in water/wastewater utilities, streets, alleys and drainage systems. Must be familiar with State rules, regulations pertaining to water/wastewater systems. Familiarization with computer systems utilized to operate these public assets such as, but not limited to, SCADA, databases, water/wastewater water distribution modeling software, spreadsheets and work order based applications. Must have good supervisory and motivating techniques plus excellent organizational skills in record keeping. Must be able to maintain mental focus during assigned work assignments and work effectively in a team environment.  Must be proficient in use of personal computers for word processing, databases, and various software applications used in street operation activities such as Microsoft Word, Excel, Power Point and others. Must have a sound understanding and working knowledge in GIS databases and the methods thereof.    Knowledge of TXDOT rules and regulations regarding the operation of commercial vehicles is required.  Must be able to communicate effectively in English verbally and in written form.  Ability to communicate effectively in Spanish verbally and in written form is preferred.
