The Associate Civil Engineer performs professional engineering work requiring registration in the State of California as a civil engineer. Such work will include moderate to very difficult and challenging design, computation, review, and inspection duties under general direction. The Associate Civil Engineer will often work independently, may direct others on a project or ongoing basis, and will make decisions related to design and inspection of public improvements. Incumbents in this position are expected to assume a high level of responsibility consistent with their advanced knowledge and experience. Excellent communication skills are essential.

Duties may include but are not limited to the following: Prepare engineering plans and specifications for Capital Improvement Plan projects or oversee the preparation thereof; perform engineering calculations and prepare and review cost estimates based on conceptual or detailed drawings; perform project management of public works construction projects from initial design through completion of construction; review private development and public improvement plans for conformance with applicable standards and conditions of approval; review environmental documents and mitigation measures and make recommendations related to their adequacy; administer consultant contracts inclusive of work scope, budget and schedules, and deliverables; represent the City and serve as a liaison on various staff-level boards, commissions and committees; prepare and submit annual, quarterly, and monthly reports to regulatory agencies; conduct traffic engineering studies and investigations; prepare staff reports, exhibits, and presentations for Planning Commission, City Council, and other legislative bodies; respond to the public and other inquiries orally and in writing; exercise technical and functional supervision of engineering staff; and perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

Principles and practices of civil engineering.Principles of supervision, training and performance evaluations.Procedures and techniques used in the design, construction, and maintenance of public works activities.Subdivision law and processing of subdivision maps and other legal land development actions including special assessment districts.Pertinent local, State and Federal laws, ordinance and rules.

Ability to:

On a continuous basis, know and understand all aspects of the job; analyze work papers, reports and special projects; identify and interpret technical and numerical information.Perform complex engineering computations and drawings quickly and accurately.Use and take care of engineering survey and drafting equipment.Prepare and interpret plans, specifications, and other documents; administer contracts and inspect quality of work relative to public and private improvements.Prepare clear and concise reports.On a continuous basis, sit at a desk and in meetings for long periods of time. Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and communicate through written means; work in conditions of various outdoor exposure.Make presentations to a variety of groups.Use a personal computer and programs required in professional engineering and office work.Review difficult and/or complex engineering related issues; prepare related cost estimates and recommend the most effective and efficient course of action.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective working relationships with those contacted in the course of work.Supervise, train, and evaluate assigned staff.

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Three years of professional civil engineering experience, including one year of supervisory responsibility.

Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.

License or Certificate:

Possession of, or ability to obtain, a Class C California Driver License.

Current registration as a Professional Civil Engineer in the State of California.

BENEFITS:

The total compensation for the Associate Civil Engineer is $7,047 – $10,216 per month.

This is a “fully compensated” salary from which employees may elect to purchase benefits at group rates. In addition, the City will contribute $229 a month towards the cost of the 2014 CalPERS medical plan premiums. The total compensation package provides flexibility for purchasing medical insurance at CalPERS group rates for employees without medical insurance.

Employees with medical insurance have the option to forgo the additional cost of double coverage.

In addition to medical insurance, employees may choose to purchase:

Dental insurance (Delta Dental or Delta Care)Long-term and/or short-term disability insurance.Vision coverage (EyeMed)

Retirement – CalPERS 2.5% @ 55 for “Classic” members or 2.0% @ 62 for “PEPRA New” members, depending upon eligibility. Employee shares in the cost of CalPERS retirement benefits according to a negotiated formula. The current employee contribution is 11.468% for Classic and 9.718% for PEPRA of total compensation. There is no deduction for Social Security. Medicare is deducted at 1.45% of salary.

Holidays - 13 holidays, including one floating holiday and a birthday holiday.

General Leave - 184 to 264 hours annually depending upon years of service.

Management Leave - Up to 56 hours annually.

Life Insurance - City paid $20,000 life insurance policy.

Health and Fitness - Free use of the Silliman Activity & Family Aquatic Center.
