ENGINEERING MANAGER

THE POSITION

Under general direction, manages, coordinates and directs the planning and design process for roadway, storm drainage, water, sewer, and other Public Works and Parks & Recreation capital improvements; responsible for managing the engineering review and approval process for land use and development.

EXAMPLES OF DUTIES

Plans, organizes, assigns, supervises, reviews and evaluates the work of in-house and contract engineering, right-of-way, improvement district and technical support staff, normally through subordinate supervision. Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required. Participates in long- and short-term departmental planning and policy formation. Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures. Oversees the conduct of feasibility and cost studies; directs the development of engineering solutions to problems related to such areas as bridges, storm or sanitary sewers, roadways, water systems, flood control and other City facility design and retrofitting; recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials. Directs the preparation of project designs, cost estimates, specifications and project schedules. Prepares requests for proposal and contract specifications for design and engineering services; participates in the selection of contractors and administers professional service contracts; negotiates service parameters and fees as required. Maintains liaison with other City departments, various utility, governmental agency and City staff; ensures that building codes are met in assigned projects. Coordinates with contract administrators, architects, engineers and construction contractors; schedules projects; provides technical advice and may inspect work in progress to ensure that all work complies with contract specifications and applicable codes and standards. Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.

ESSENTIAL FUNCTIONS:

Drives a motor vehicle to attend meetings and visit various project sites. Monitors developments in equipment, materials and techniques in the engineering design and construction field; gathers information, develops alternatives and makes recommendations. Demonstrates courteous and cooperative behavior when interacting with elected officials, public, contractors, and staff; acts in a manner that promotes a harmonious and effective workplace environment.

TYPICAL QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

Bachelor's Degree in engineering or a closely related field; AND six(6) years of engineering project management experience, two (2) years of which were at a managerial level; OR an equivalent combination of education, training and experience as determined by Human Resources.

Required Knowledge and Skills

Knowledge of:

Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the supervision of employees. Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline. Principles and practices of developing teams, motivating employees and managing in a team environment. Principles, practices and techniques of civil engineering, construction management and oversight in a public agency setting. Materials and techniques of construction and maintenance in capital facility development. Budget development and administration. Applicable laws, codes and regulations; computer applications related to the work. Techniques for dealing with a variety of individuals, at all levels of responsibility, in person and over the telephone, where relations may be confrontational or strained.

QUALIFICATIONS:

Skill in:

· Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.

· Performing and overseeing professional level construction administration and quality control work, including the negotiation and administration of contracts.

· Preparing and interpreting a variety of documents, including contract specifications, sketches, diagrams and written reports and correspondence.

· Using initiative and independent judgment within general policy guidelines.

· Establishing and maintaining effective working relationships with those contacted in the course of the work.

· Interpreting, applying and explaining complex policies, codes and regulations.

· Setting priorities, coordinating multiple activities and meeting critical deadlines.

· Reading and interpreting plans, specifications and contracts.

SUPERVISION RECEIVED AND EXERCISED:

Under General Direction - Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

Nevada Driver’s license. Nevada Registration as a Professional Engineer (PE).

SUPPLEMENTAL INFORMATION

PHYSICAL DEMANDS & WORKING ENVIRONMENT:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Mobility to work in a typical office setting, use standard office equipment and stamina to sit for extended periods of time and/or negotiate construction sites and rough terrain; strength to lift and carry up to 50 pounds; vision to read printed materials; and hearing and speech to communicate in person or over the telephone; exposure to traffic conditions and external environment when traveling from one office to another.

CONDITIONS OF EMPLOYMENT:

1. This classification is considered Unclassified under the provision of Section 2.330(4) of the Carson City Charter. Unclassified employees are “At Will” and as such, may be terminated at any time for any reason, or no reason.

2. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

3. Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.

4. Employees may be required to complete Incident Command System training as a condition of continuing employment.

5. New employees are required to submit to a fingerprint based background investigation which cost the new employee $53.50 and a drug/alcohol screen which costs $20.00. Employment is contingent upon passing the background and the drug/alcohol screen.

6. Carson City participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS, with information from each applicant’s Form I-9 to confirm work authorization.
