The City of Shoreline is positioned to purchase the City of Seattle water system within Shoreline; in 2014 we will begin planning and initial work and eventual ownership is slated for 2020. This position is essential in leading the department in developing the plans and systems necessary to create and manage this new utility. This unique and lengthy challenge will include such issues as the development of the State’s Water System Plan, significant capital construction, addition of fleet, facilities and personnel, plus financial planning for rates and charges. In addition, this position will be key in the planning for the City’s assumption of the Ronald Wastewater District’s collection system in 2017. This position will require the State’s Water Distribution Manager Group 3 certification within two years of employment. A Washington Wastewater Collection Personnel Association’s (WWCPA) Wastewater Collection Specialist III (WWC III) or higher certification is desirable.

This position will direct, manage, supervise and coordinate the activities and operations of the Utilities and Operations Division within the Public Works Department including all aspects of street maintenance, plus utility operations of a potable water system, contracted solid waste service and a surface water utility.

Assume management responsibility for assigned services and activities of the Utilities and Operations Division including inspection and maintenance of work records and invoices.Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within Department policy, appropriate service and staffing levels.Plan, direct, coordinate and review the work plan for staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.Support and implement strategies to assure quality of service including potable water, drainage, sidewalk and roadway maintenance and vegetation.Coordinate response to emergencies including system failures, major potable water service interruptions, floods and snow storms; provide technical assistance to customers, team members and staff on more complex problems.Direct and monitor the use of contracted resources and inter-local agreements; make necessary decisions and commit resources budgeted for projects.


Experience: Five years of increasingly responsible public works and utilities operations experience including three years of administrative and supervisory responsibility.

Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in business or public administration or a related field.

License or Certificate: Washington State Department of Health’s certificate for Water Distribution Manager Group 3 – WDM 3 or WDM 4 within two (2) years of employment. A Washington Wastewater Collection Personnel Association’s (WWCPA) Wastewater Collection Specialist III (WWC III) or higher certification is desirable.
