Essential Functions: Functions may include, but are not limited to, the following (pertaining to Survey and Design): Responsible for performing as a unit supervisor or lead of professional and technical personnel involving moderate sized land surveys and/or engineering surveys; title and survey research and interpretation; prepares or supervises the preparation of real property legal descriptions and Record of Survey Maps; responsible for performing photogrammetric surveys, capital improvement project design data collection, and construction staking; supervises the work of field survey crews including checking of alignments and grades, location of appurtenances and setting of construction layout and staking for City contract work; reviews information necessary to conduct engineering surveys, photogrammetric surveys and surveys from notes, maps, legal descriptions and deeds; supervises records maintenance functions associated with sketches of work and other data secured by survey parties; supervises and directs the use of all survey equipment; responsible for the checking of all Final and Parcel Maps for technical issues and adherence to State and local laws; responsible for the review and certification under the authority of his or her license, that all approved subdivision maps and other Official Documents are technically correct and in compliance with the provisions of the Subdivision Map Act and the Land Surveyors Act; under the general direction of the City Engineer, signs all Final Maps, Parcel Maps, Lot Line Adjustment Plats, Legal Descriptions, Certificate of Corrections, Certificate of Compliance’s, and other land title documents on behalf of the City; prepares various land title documents for the City of Chula Vista; manages the citywide monument inspection program and supervise the work of field survey monument inspection personnel; reviews and prepares lot line adjustments, street and utility vacations, disposal of excess land maps, annexation maps, legal descriptions, plats, and deeds; prepares right-of-way acquisition documents; meets with the public regarding easement acquisitions associated with capital improvement projects; supervises records maintenance functions as it pertains to maps, certificate of corrections, and maps into the citywide GIS; reviews information necessary to conduct engineering surveys; writes technical correspondence, reports and survey specifications; trains staff; verifies accuracy of calculations and field calculations; operates City vehicles skillfully and safely.
