THE OPPORTUNITY

The City of Chandler seeks an experienced, knowledgeable and collaborative professional to manage and oversee the Engineering Division of the Transportation & Development Department.

The primary role of the City Engineer is to manage, direct, and coordinate the activities of the Engineering Division. Functions include implementation of the City’s capital improvements program, civil plan review & inspection, and Geographic Information Systems (GIS) This position manages the overall projects, staff, financial objectives, and assists with the strategic analysis and planning for the department. This employee is designated City Engineer and provides engineering design, evaluation, and project management services.

The City of Chandler, Arizona, is a vibrant and diverse community of approximately 242,000, located in the southeastern section of the Phoenix Metropolitan area. Chandler was founded in 1912 and incorporated in 1920.

Chandler is a young, family oriented, diverse community with a median age of 31. Chandler has seven public and private golf courses with a multitude of other outdoor activities easily accessible to residents such as tennis, swimming, boating, hunting, fishing, skiing, hiking and biking.

Due to its ample, affordable land, convenient location along major trade routes, excellent infrastructure, and relatively low cost of living, Chandler has experienced fast-paced, yet planned, growth. Chandler is called the "Silicon Desert" because of its wide variety of high technology industries such as Intel and Microchip. CANDIDATE PROFILE

The ideal candidate will possess the experience, knowledge and ability to act as the City's highest level engineering authority. This position is responsible for: policy implementation, development of short- and long-range goals and objectives, the coordination of all engineering functions, overall project preparation, and the development and control of project schedules. In addition, the City Engineer assists in projecting a broad plan of public improvement and acts as advisor to the Transportation & Development leadership team on engineering matters.

KEY CHARACTERSTICS:

  • An effective, service-oriented manager who leads by example, in order to direct, implement, and manage, the programs, operations, budget, and employees of the Engineering Services Division.An effective, fair and progressive supervisor who seeks to delegate and empower his/her staff; and appreciates the strengths and talents of a diverse employee group.
  • A strategic planner that can effectively oversee and assist with developing current and long range plans, master plans and can assist with developing a ten year capital improvement program and other strategic documents.
  • A seasoned professional that can provide technical expertise and knowledge to the Transportation & Development Department, other City staff, the City Council, the Planning & Zoning Commission and other commissions, committees and boards, on engineering related matters. Demonstrated knowledge and experience in the key division areas of responsibility (CIP, plan review and inspection, GIS).
  • A collaborative and experienced Engineer who will work well with staff both within the Transportation & Development department and throughout the City.
  • A prudent and fiscally minded manager to oversee and manage the capital improvement program

MINIMUM QUALIFICATIONS

EDUCATION:

  • Bachelor’s Degree in Engineering, Public Administration, or a related field

EXPERIENCE:

  • Eight (8) to ten (10) years progressively responsible experience in civil engineering, public works, or project management, including three (3) years supervisory experience; and
  • Registered Professional Engineer; and
  • Previous municipal finance and budgeting experience; and
  • Valid Driver’s License with acceptable driving record
  • Applicant must be a registered Professional Engineer (P.E.) if licensed in another state, applicant must have the ability to obtain a P.E. in Arizona within 12 months of hire.

DESIRABLE EXPERIENCE:

  • Master’s Degree in Engineering or related field;
  • Experience in a government entity

While the City has established minimum qualifications for this position, the key selection criteria will be a demonstrated record of excellence in the required elements and proficiency levels of the position and may elect to accept substitutions for some of the required education or experience, depending upon the total professional background and credentials of individual candidates.

COMPENSATION & BENEFITS

The salary range for the City Engineer is $91,930 - $128,721. The starting salary will depend on the qualifications and experience of the successful candidate. The City offers an attractive benefit package including affordable medical, dental and vision programs, wellness programs, retirement health savings, deferred compensation, vacation, sick leave, holidays, short term disability, group life and commuter insurance and an array of voluntary benefits. The City of Chandler participates in the Arizona State Retirement System (ASRS).

This position is designated as "unclassified" and will serve at the pleasure of the City Manager.
