This is an at-will management/professional position under administrative direction of the Public Works Director. This position assists the Director of Public Works in the management of the City’s Public Works functions. Work involves planning, organizing and directing the activities and personnel of streets, building and grounds maintenance, fleet, water & sewer treatment and storm drainage activities (Public Works). Independently perform the most highly skilled duties to complete complex and difficult assignments in accordance with specific policies, procedures and practices. Supervise and/or direct, as requested, City related construction projects, administer the effective and efficient use of assigned personnel, funds, materials, equipment, and time to ensure safe and efficient use of all public work facilities, buildings and grounds, and the protection of city assets as well as insure tasks and projects are completed in a timely manner and within budget. Responsible for applying a thorough and broad knowledge of modern methods, practices, and equipment utilized in the construction, repair, and maintenance of public works facilities, and of sound management and administrative principles and techniques.


Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend, establish and administer policies and procedures that align with the organizations overall goals and objectives.Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels. Participate in the recruitment and selection process, recommending transfers and disciplinary actions. Evaluate the performance of subordinate personnel, provide training to employees and work with employees to correct deficiencies.Plan, direct, coordinate, and review the work plan for maintenance and operations staff; assign work activities, projects and programs; review and evaluate work products; methods and procedures. Meet with staff to identify and resolve problems/conflicts for the purpose of ensuring that efforts are effectively directed toward achieving departmental goals.Serve as liaison between field operations and City administration; provide reports to the Public Works Director regarding crew activities and project status.Consults with management team to ensure policies adhere to local and federal regulations, insurance requirements and legalities.Supervise and prepare plans for maintenance of facilities; ensure compliance with construction and maintenance documents. Review maintenance, repairs, and alterations needed or requested by City departments; assign proper crews as necessary.Maintain knowledge of AWWA, APWA, WSDOT, Department of Ecology, Department of Health and other applicable standards; maintain proficiency in standard street maintenance and repair techniques and instruct, direct and supervise others in such maintenance and repair to include installation of signs and roadway markings.Read, review, interpret and apply engineering drawings of water, sewer, drainage, and street construction maintenance; assist contractors and others with inspections, drawings, installations, repairs and testing.Develop, review and approve construction standards, plans, and specifications for a variety of municipal improvements; meet with consulting engineers and administer contracts for designs. Attend pre-construction meetings and provide input regarding feasibility of maintaining proposed projects. Responsible for maintaining adequate records, including as-built updates.Administer the department’s safety program; plan, schedule, and conduct monthly safety meetings; develop and implement standard operating procedures; ensure employee adherence to established guidelines.Participate in the development and administration of the annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.Contribute to short and long term organizational planning and strategy as a member of the management team.Respond to citizen inquiries and complaints regarding system problems and crew activities; evaluate and/or forward requests to appropriate City departments.Attends frequent staff and community meetings as required, including City Council, Public Works Committee meetings and public hearings.

These duties are not inclusive of all duties, and as such, this position may perform other duties as assigned.


Education and Experience: Bachelor’s Degree in Engineering or Construction Management and five

years of progressively responsible experience in street or utility maintenance or construction with three

years at the management level.

Licensing: Valid Washington State Driver’s License with driving record free of serious or

frequent violations.

Knowledge and Abilities:

Thorough knowledge of construction and maintenance materials, methods, and techniques for streets,

street signs and signals, storm drainage, water, and sewer systems, including water and sewer treatment.

Ability to troubleshoot and analyze field problems relating to water, sewer, street, storm drainage, fleet,

building and grounds, and to develop effective solutions to such problems. Full knowledge of City,

State, and Federal utility, street, storm drainage, buildings, grounds, water and sewer regulations, codes

and policies, and all other applicable regulations. Knowledge of hazards and safety practices of the

work. Knowledge of modern supervisory principles and practices. Knowledge, skill and abilities to

lead, encourage, coach, mentor and who possesses strong leadership skills.

Ability to be a team builder. Ability to delegate appropriately to subordinates with clear expectations

and boundaries; to assign, schedule, direct, coordinate, and evaluate workers performing various

maintenance and repair activities at various skill levels and to obtain quality results. Ability to gauge

project progress and make adjustments to meet deadlines. Ability to prepare and direct preparation of

reports, budgets, departmental materials, and correspondence. Ability to read and interpret plans and

specifications. Ability to perceive three dimensions and to distinguish colors. Ability and willingness to

respond to emergencies on a 24-hour basis. Organizational skills, computer operation, knowledge of

budget and public relations skills. Ability to work independently with little supervision; ability to

understand and execute oral and written instructions. Ability to establish and maintain effective

working relationships with Mayor, City Council, City Administrator, all levels of staff, contractors,

consultants and the general public. Ability to read, interpret, apply and explain rules, regulations,

policies and procedures. Ability to sustain excellent interdepartmental collaboration. The incumbent

should be capable of making decisions in a timely manner.

Physical Demands and Work Environment:

The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Work is performed primarily in an office or conference room setting; but makes field inspections and occasionally performs the work of maintenance crews exposing the employee to inclement weather and hazards related to working with and around a variety of equipment, working in confined spaces, bending, twisting, kneeling, crawling, lifting of heavy objects, exercising physical exertion in performing heavy manual labor, and dangers related to the digging up and repairing of water and sewer lines. Walking, sitting, standing, bending and reaching is required. Hand-eye coordination and fine manipulation skills are necessary to operate computers and office equipment. Good listening skills and occasional lifting of up to 50 pounds. Some local traveling may be required. Exposure to adverse weather conditions is minimal.

Other Factors: Incumbent may be required to work extended hours including evenings and weekends. Incumbent may be required to travel outside the City boundaries to attend meetings.
