Develops comprehensive environmental compliance programs and engineering projects for the entire Fairfax County Solid Waste Management Program, which controls the proper management of about one million tons of refuse and recyclables annually. These projects and facilities include both Subtitle D and non-Subtitle D landfills, waste-to-energy facilities, solid waste transfer and transportation facilities, and other solid waste management facilities as may be developed. Responsible for all other facilities and projects supporting solid waste recycling and disposal such as: landfill gas collection and utilization equipment and structures; groundwater monitoring networks; erosion and sediment control programs; stormwater management structures; air quality projects; and all other activities associated with the legal operation of these facilities. Tracks and manages all data required for the operation and billing of the solid waste management program. Responsible for the accounting practices necessary to collect program revenue.
Serves as the chief of a large branch consisting of approximately 20 staff, including engineers and scientists performing complex engineering and regulatory compliance work. Must have a broad range of experience and expertise in the management, design, construction, and overall environmental compliance status of solid waste management facilities regulated by the U.S. Environmental Protection Agency and the VA Department of Environmental Quality.
Minimum Qualifications: Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus five years of progressively responsible professional experience in the appropriate engineering or architectural field.
Special Requirements: Possession of a valid Virginia professional engineer (PE) license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designs & Landscape Architects' decision regarding that individual's application for reciprocity. As a Professional Engineer, signs and seals own work product and/or that of subordinate staff. The appointee to this position will be required to complete a criminal background and credit check to the satisfaction of the employer. A Class 2 Virginia Waste Management Facility Operator's license must be obtained within six months of appointment.
Preferred Qualifications: Supervisory and/or team leadership experience and the ability to work collaboratively with community and industry groups, as well as field and professional staff. Professional experience in solid waste management, planning, permitting and regulatory compliance including thorough knowledge of state and federal environmental laws and regulations and engineering standards. Experience in negotiating with regulators on solid waste management and complex air quality issues. Class 2 Virginia Waste Management Facility Operator’s license preferred. Strong oral and written communication skills and demonstrated ability to work in a team environment required.
