Transportation Engineer IV (0516) (SP# 13-72.10-13)

 

RECRUITMENT:  (OPEN) The State Highway Administration Office of Construction, Construction Inspection Division (Hanover,MD) is recruiting for a Transportation Engineer IV position.  This position is open to anyone who meets the minimum and selective qualifications* listed below.  This is a position specific recruitment.  All eligible candidates must meet the minimum and selective qualifications by the closing date.  The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office of Construction, Construction Inspection Division (Hanover, MD).

 NATURE OF WORK: This position is in the Construction Inspection Division (CID), headquartered in Hanover, MD. The primary purpose of this position is to serve as a Project Engineer on a very large, highly complex road or bridge construction project or as a coordinator on multiple complex construction projects. These projects are typically characterized by their high profile and politically or environmentally sensitive nature, involving major urban interstate construction or reconstruction. Special procedures to minimize contract duration time and inconvenience to the traveling public are frequently included in the bidding documents. The Construction Inspection Division assigns inspection personnel to the four centralized Engineering Districts (3, 4, 5 & 7) based upon the overall workload and the size and complexity of the construction contracts.  Assignments also depend upon the amount and the nature of the experience of the individual.  CID is currently operating with 97 budgeted positions. Supplemental construction inspection contracts provide additional personnel.

MINIMUM QUALIFICATIONS:

 

EDUCATION:  Possession of a bachelor's degree in engineering from an accredited college or university.

EXPERIENCE: Four (4) years experience in professional engineering

 

*SELECTIVE QUALIFICATION:   Two (2) years of the required experience must include Highway Construction Project Management.

 * A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill or ability).                                           

NOTES:            

  1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required    education
  2. Possession of a Master's Degree in engineering may be substituted for one year of the        required experience.
  3. Persons currently registered as Professional Engineers in the State of Maryland, or in a State            with comparable requirements, are considered to have met the education requirements.           

 

PREFERRED QUALIFICATIONS:

The ideal candidate should possess knowledge of construction project practices and management. The candidate will have the ability to effectively supervise subordinate staff and be able to plan, organize, and coordinate complex or challenging activities. Preferred qualifications also include: excellent written and oral communication skills, good interpersonal skills, problem solving and decision making abilities, excellent internal/external customer service skills, computer experience using Windows Operating Systems Applications, and proficiency in Microsoft Office Suite.

 

LICENSE, REGISTRATION AND CERTIFICATES: Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties must possess a motor vehicle              operator's license valid in the State of Maryland.

 

SPECIAL REQUIREMENTS: Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the state of Maryland with less than four (4) points. Employees in this classification must be available and willing to accept assignments in Districts 3, 4, 5 and 7, as needed; must be available and willing to work shift work, nights, overtime or weekends, as necessary; must receive the following Quality Assurance/Quality Control Certifications within a six (6) month period (or next available class) of assuming the position. Certifications include: Hot Mix Asphalt Certification, Soils & Aggregate Certification, and Concrete Certifications.
