This position will serve as the regulatory Program Manager for the Department of Utilities, Operations and Maintenance (O&M) Division. The Program Manager will coordinate and manage regulatory compliance programs for the combined sewer system, the storm drainage system and the drinking water production and distribution system for the O&M Division, in close coordination with the Environmental and Regulatory Compliance section of the Engineering and Water Resources Division. The main areas of focus include regulatory budgeting and tracking; regulatory resource needs analysis; and internal and external reporting, including performance tracking and regulatory reporting. This position will also coordinate compliance with the California Sportfishing Protection Alliance (CSPA) Consent Decree.

An ideal candidate will possess knowledge of the following: Federal Clean Water Act, Porter-Cologne Water Quality Control Act, Combined Sewer Overflow (CSO) Control Policy, Statewide General Waste Discharge Requirements for Sanitary Sewer Systems (Order No. 2006-0003), Sacramento Combined Sewer System NPDES Permit (Order No. R5-2010-0004), Sacramento Sewer System Management Plan (SSMP), Sacramento Muncipal Separate Storm Sewer System NPDES Permit (Order No. R5-2008-0142), Sacramento Fish and Wildlife Streambed Alteration Agreement for Routine Maintenance of Stream Channels, National Levee Safety Act, State Title 22 California Code of Regulations, and California Safe Drinking Water Act.


Experience: Six years of professional level governmental administrative and analytical experience including two years of which must be in the program area.


Education: Graduation from an accredited four-year college or university with major coursework in business or public administration or a closely related field.

Substitution: A post-graduate degree may substitute for one year of the required professional level governmental administrative and analytical experience.
